The Chairman of Nghe An Provincial People's Committee has just signed a Decision to establish working groups to review, research, and orient the arrangement of administrative units at all levels and build a model of local government at two levels.
Accordingly, Nghe An Provincial People's Committee established 5 working groups to review, research, and orient the arrangement of administrative units at all levels and build a two-level local government model.
The working groups are led by a Vice Chairman of the Provincial People's Committee, representatives of the Department of Home Affairs are deputy heads; representatives of relevant departments, branches, sectors and localities are members. The working groups are under the direct direction of the Chairman of the Provincial People's Committee and are responsible for performing assigned tasks; directing localities to carry out the arrangement of administrative units.

The tasks of the working groups include checking, assessing the current situation and giving opinions on the plan to reorganize administrative units according to the assigned area (after the People's Committees of localities submit the plan to reorganize administrative units). Specifically: the plan to arrange grassroots administrative units (communes/wards); the plan to arrange the team of cadres and civil servants when implementing the arrangement; the plan to reorganize administrative units; the plan to arrange and use public assets; the plan to locate new administrative units and public service units after the arrangement.
Completion time is before April 7, 2025.
Assign the heads of working groups to be responsible for directing the assigned areas, establish a working group consisting of members of departments and branches (if necessary). Proactively develop a plan and work program of the team and implement it to ensure progress.
The Chairman of Nghe An Provincial People's Committee assigned Chairmen of District People's Committees, cities and towns to be members of working groups based on the standards prescribed in the draft Central Project (according to the guidance in Official Dispatch No. 837 dated March 20, 2025 of the Department of Home Affairs) and the practical situation of the locality to review and urgently develop a plan to arrange administrative units to ensure progress and compliance with regulations.
According to the instructions of the Department of Home Affairs of Nghe An province, Nghe An province plans to arrange 20 district-level administrative units, 412 commune-level administrative units with 88 to 95 commune-level administrative units.
