On the afternoon of August 24, reporting to the Prime Minister at the Forward Command of Military Region 4, Provincial Party Secretary Nguyen Duc Trung said that the province has synchronously deployed many measures to respond to storm No. 5, focusing on the work of evacuating people in dangerous areas.
Accordingly, as of 3:00 p.m. on August 24, the whole province had 2,915 boats with 13,210 workers anchored safely; there were only 3 fishing boats with 30 fishermen operating in the Phu Yen sea area, but they had all received information about the location and direction of the storm.

There are currently 1,061 irrigation dams and 23 hydroelectric reservoirs in the area. Of these, 5 hydroelectric reservoirs including Ban Ve, Ban Ang, Khe Bo, Chi Khe and Hua Na have operated valve gates to proactively regulate. The remaining projects are operating in accordance with the procedures approved by the Ministry of Industry and Trade and the Provincial People's Committee.
To ensure the safety of the people, Nghe An has directed localities to urgently review and plan to evacuate tens of thousands of households in coastal communes, low-lying areas, and areas at risk of landslides and flash floods.

In 10 coastal communes alone, it is expected that more than 10,000 households will be evacuated to safe places such as schools and cultural houses; at the same time, adequate food and necessities will be prepared for shelter from the storm.
The province is determined not to let people stay on boats and cages when the storm directly affects them; absolutely prohibit the picking of firewood and fishing downstream of the dam during floods. Functional forces and local authorities are required to stay close to the area and take coercive measures when necessary to ensure safety.
According to Nghe An Hydrometeorological Station, at 4:00 p.m. on August 24, the center of storm No. 5 was about 470km from Nghe An with winds of level 13-14, gusting to level 16. It is forecasted that on the evening of August 25, the storm will make landfall in the provinces from Thanh Hoa to Quang Tri, causing strong winds of level 11-13 in Nghe An, common heavy rain of 200-400mm, some places over 600mm, high risk of flash floods, landslides and deep flooding.
