As a result, in the first 6 months of the year, units and localities have handled more than 50,000 violations, collected more than VND6,500 billion to the state budget, and prosecuted more than 1,800 cases with more than 3,200 subjects. Typically, on June 19, 2025, the Ministry of Public Security welcomed the prosecution of the case of counterfeit milk powder production in Hanoi.
In the peak period from May 15, 2025 to June 15, 2025 alone, more than 10,400 violations were handled, more than 1,200 billion VND was collected for the state budget, and more than 200 cases were prosecuted with 378 subjects.
The Prime Minister affirmed: It is forecasted that in the coming time, the situation of illegal transportation of goods across the border, fraud of origin, and counterfeit foreign goods of Vietnam will continue to be complicated; there are still many subjects trading in smuggled goods, manufacturing, and trading counterfeit goods on an increasingly large scale; the situation of infringement of intellectual property rights is still common.
Accordingly, the Prime Minister's goals, orientations and guiding viewpoints are:
Continue to be steadfast and persistent with the goal: "D resolutely prevent, combat, repel, and push back, towards ending and sweeping away smuggling, trade fraud, counterfeit goods, and infringements of intellectual property rights, especially "fighting uncompromisingly" against fake drugs and fake foods to protect the health, life, legitimate rights and interests of people and businesses; protecting security and health safety for people, contributing to the country's rapid and sustainable development".
Combating smuggling, trade fraud, counterfeit goods, and intellectual property infringement must be identified as a key, long-term, and regular task, requiring continued mobilization of the drastic participation of the entire political system, people, and businesses. In particular, it is necessary to quickly and promptly destroy, not make any trade-offs, resolutely fight, and eliminate all types of crimes of production, circulation, trading, and trading of fake drugs and fake food. These are groups of items that directly affect people's health and lives.
According to the Prime Minister, the people must be the center of protection and the subject of struggle, must mobilize the strength of the people to form a movement. Launch a movement "every citizen is a soldier on the front line against smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights"; at the same time, "every citizen must be a smart consumer in the market".
The authorities must continuously, regularly, non-stop, continuously with the spirit of "working day, working night, working extra days off" to promptly detect and strictly handle violators, with the motto " handling one case, warning the whole region, the whole field", "no forbidden areas, no exceptions".
Ministries, branches and localities proactively review and develop mechanisms, policies and legal regulations; guide, inspect and urge to achieve the goal of preventing, repelling, and moving towards ending smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.
The Prime Minister requested the Secretaries of the City Party Committee and the Provincial Party Committee to directly lead and direct Party committees at all levels, the entire political system, the People and businesses in the locality to actively do a good job of detecting and fighting against smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights, especially counterfeit drugs and counterfeit food, and consider this an important political task due to its relationship to the health and lives of the people and the healthy development of the economy.
The Prime Minister requested ministries, heads of ministries, heads of heads of ministries, agencies under the Government, and Chairmen of People's Committees of provinces and centrally run cities to closely direct the improvement of institutions, strengthen supervision, inspection, assignment, decentralization, and decentralization of authority in a comprehensive and comprehensive manner in the fight against smuggling, trade fraud, counterfeit goods, and intellectual property rights; directing functional forces to "fight uncompromising" against the situation of fake drugs and counterfeit foods and regularly, continuously, continuously, and continuously in the fight against smuggling, trade fraud, counterfeit goods, and infringements of intellectual property rights to protect the health, life, legitimate rights and interests of the people, businesses, and protect security and health of the people.
Assigning specific tasks to ministries and branches, the Prime Minister requested the Ministry of Culture, Sports and Tourism to preside over research, have sanctions to handle copyright violations related to the cultural industry, entertainment industry, protect the rights and interests of genuine artists; strictly handle individuals, artists, celebrities... who have untrue advertising, especially on social networks.
The Prime Minister requested the Chairmen of the People's Committees of provinces and centrally run cities to directly direct local forces (policers, military, Market Management, Customs, Tax, specialized inspection agencies...) to " fight uncompromisingly" against the situation of counterfeit drugs and counterfeit foods and regularly and continuously launch and take action to combat smuggling, trade fraud, counterfeit goods, intellectual property infringement, strictly handle smuggling, trade fraud, counterfeit goods, intellectual property infringement; pay attention to socio-economic development, especially in remote areas, border areas, contributing to stabilizing people's lives; innovate and improve the effectiveness of propaganda and dissemination of laws to detect human resources, detect and operate illegally, and illegally, and illegally operate and trade goods.
