The Law on Savings and Waste Prevention stipulates that people fighting against waste have an obligation to provide a basis when their legitimate interests are threatened or infringed upon.

The National Assembly has passed the Law on Savings and Waste Prevention, this law takes effect from July 1, 2026.

This law stipulates thrift and anti-waste in the fields of management and use of public finances and public assets; organizational structure and management and use of labor in the state sector.

At the same time, the law also stipulates the management, exploitation and use of resources and energy; production, business and consumption activities of enterprises, organizations, families, and individuals.

According to the law, thrift and combating wastefulness must be associated with administrative reform, application of science and technology, innovation, and digital transformation.

Implement decentralized management, close coordination between levels, sectors, agencies, and organizations in performing assigned tasks associated with the responsibilities of heads, responsibilities of officials, civil servants, public employees, and employees in agencies, organizations, and units to save and combat waste...

The law stipulates the rights of people fighting against wastefulness. Through this, people fighting against wastefulness are aware of protection measures; are applied timely and safe protection measures;

At the same time, they are protected from their legitimate rights and interests and those of their loved ones in accordance with the law; they are requested to change, supplement, and terminate the application of protection measures or refuse to apply protection measures;

Being compensated according to the provisions of law when the competent authority does not apply protective measures or does not apply them promptly causing damage to the life, health, property, and spirit of the person fighting against wastefulness or relatives.

The law also stipulates the obligations of people fighting against wastefulness.

Accordingly, strictly implement regulations on reflection, denunciation, and denunciation that do not affect the legitimate and lawful rights and interests of organizations and individuals;

Comply with the requirements of competent agencies, organizations, and individuals in protecting and providing relevant information and documents; at the same time, be responsible for accuracy and honesty in providing information and documents to combat wastefulness;

Provide a basis (if any) to determine being threatened, suppressed, retaliated against or infringing upon the legitimate rights and interests of oneself and one's relatives;

Comply with the conclusions and resolutions of competent organizations, agencies, and units and other relevant regulations.

Cases where people fighting against waste are not protected

The person being protected has a written request to terminate, refuse to apply protection measures, not cooperate with competent authorities in the process of implementing the protection request or not comply with obligations as prescribed;

The content of the fight against wastefulness has been verified and concluded by competent authorities as unfounded and untrue;

The basis for applying protection measures is no longer there; cases that are not protected, other protection is terminated according to legal regulations.
