Minister of Home Affairs Pham Thi Thanh Tra has signed and issued Official Letter No. 2560 on the implementation of Conclusion No. 155 of the Politburo and the Secretariat on a number of key tasks that need to be focused on implementing the reorganization of the apparatus and administrative units from now until June 30, 2026.
Accordingly, Minister Pham Thi Thanh Tra requested Deputy Ministers to direct units under and directly under the Ministry assigned to take charge, based on their functions and tasks, to review assigned tasks, ensuring quality and progress, not to delay or delay any tasks.
The Minister assigned the Department of Organization and Inter-reational Affairs to preside over and coordinate with relevant units to advise the Minister on the implementation of a number of tasks.
Accordingly, weekly monitoring and regular updating on the number of cadres, civil servants and public employees who quit their jobs due to organizational arrangement, proactively sending to the Ministry of Finance to allocate the budget, provide additional funds to promptly pay the regime for cadres, civil servants and public employees who quit their jobs due to arrangement;
Review and evaluate the impact of policies and regimes on cadres, civil servants, public employees, and workers affected by the arrangement, especially ethnic minorities and people of different religions.
The Minister requested to urgently develop a Decree on regimes and policies to support part-time workers at the commune level to submit to the Government, no later than May 30, 2025.
According to Lao Dong, many part-time workers at the commune level hope to receive higher support for policies and regimes. Meanwhile, some people expressed their desire to be assigned suitable job positions to continue to contribute.
Giving opinions on the draft Law on Cadres and Civil Servants, National Assembly delegate To Ai Vang (Soc Trang) said that part-time workers are not subject to regulation in this draft law. However, during meetings with voters, delegates and the National Assembly delegation recorded many recommendations from non-professional workers.

Therefore, the National Assembly delegation has compiled and submitted a recommendation to the Ministry of Home Affairs. The Ministry of Home Affairs has also drafted policies for part-time workers at the commune level.
The delegate proposed that non-professional workers with less than 5 years of working experience receive a one-time allowance equal to the number of months of workers with the current allowance; receive a job search allowance equal to 5 months of current allowance.
For non-professional workers with a working period of 5 years or more, they will receive a one-time allowance equal to 60 months of current allowance; and seniority allowance. From the 6th year onwards, each year of work is entitled to a 1-month allowance; job search allowance is equal to 5 months of current allowance.
On the other hand, delegate To Ai Vang also proposed that the Central Government ensure funding for implementing policies for part-time workers at the commune, village and residential group levels, who retire immediately according to Conclusion No. 137.
