The National Election Council has information on the principles for determining the number of People's Council deputies in communes and wards in the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026 - 2031 term.
Through this, the determination of the total number of Commune-level People's Council delegates is carried out according to the principle of based on the population of each administrative unit.
Accordingly, communes in mountainous areas and islands with 5,000 people or less are elected 15 delegates; if there are 5,000 to 10,000 people, one delegate is elected for every 1,000 people; if there are over 10,000 people, one delegate is elected for every 3,000 people, but the total number is no more than 30 delegates.
Communes that are not in the above-mentioned cases with 10,000 people or less are elected 15 delegates; if there are over 10,000 people to 20,000 people, then every 2,000 people are additionally elected 1 delegate; if there are over 20,00 people, then every 6,000 people are additionally elected 1 delegate, but the total number is no more than 30 delegates.
For wards in provinces with 10,000 people or less, 15 delegates are elected; for wards with over 10,000 people to 20,000 people, for every additional 2,000 people, 1 more delegate is elected; for wards with over 20,000 people, for every additional 6,000 people, 1 more delegate is elected, but the total number does not exceed 30 delegates.
As for wards under the city with 15,000 people or less, 15 delegates are elected; if there are over 15,000 people to 45,000 people, then for every additional 6,000 people, 1 more delegate is elected; if there are over 45,000 people, then for every additional 7,000 people, 1 more delegate is elected, but the total number does not exceed 30 delegates.
Special zones with 5,000 people or less are allowed to elect 15 delegates; if there are over 5,000 people to 10,000 people, then every 1,000 people are allowed to elect 1 more delegate; if there are over 10,000 people, then every 3,000 people are allowed to elect 1 more delegate, but the total number is no more than 30 delegates.
According to the provisions of Resolution No. 107/2025/UBTVQH15, the population of each administrative unit to serve as a basis for determining the number of People's Council deputies elected is determined according to population statistics at the National Population Database as of August 31, 2025.
The determination of communes in mountainous and island areas to serve as a basis for determining the number of Commune People's Council delegates elected is based on documents and decisions of competent state agencies.
Resolution No. 107/2025/UBTVQH15 assigned the Ministry of Ethnic Minorities and Religious Affairs to be responsible for determining communes in mountainous areas; the Ministry of Home Affairs is responsible for determining communes in islands and publishing them on the electronic information page of the National Election Council.
