On the morning of January 8, the Government held a conference to summarize the work in 2025 and deploy the work in 2026 of the Government and local authorities.
Speaking to receive the directing opinions of General Secretary To Lam and concluding the conference, Prime Minister Pham Minh Chinh said that for the entire term, the whole country achieved and exceeded 22/26 key socio-economic targets. In 2024 and 2025, it achieved and exceeded all 15/15 socio-economic targets.
In which, economic growth in 2025 reached 8.02%, belonging to the leading group in the world. By the end of 2025, the whole country had completed 3,345 km of highways and over 1,711km of coastal roads; basically completed Long Thanh International Airport; put into operation ring roads, urban railways, seaports, airports, and 500KV power lines.
The whole country drastically and effectively implements the arrangement and streamlining of the apparatus of the Government and the organization of local government at 2 levels associated with promoting decentralization and delegation of power.
Analyzing the situation and tasks in 2026 and the coming time, leaders of ministries, branches, and localities proposed to continue to focus on perfecting institutions and laws; perfecting regulations on the organization of the state administrative apparatus.
Prioritize promoting growth but must maintain macroeconomic stability, control inflation and ensure major balances; establish new growth models; ensure the progress of strategic infrastructure projects; focus on developing high-quality human resources; create breakthroughs in science and technology development, innovation, digital transformation...
At the conference, General Secretary To Lam mentioned 8 outstanding results that the country has achieved in 2025 and the entire term 2021-2025.
At the same time, the General Secretary frankly pointed out 8 ambiguous points that need to be brightened up, including content related to how to mobilize capital in society and people through better development of markets (such as international financial centers, cryptocurrency asset markets, carbon credit markets, real estate markets, gold markets); combating waste and negativity in investment, especially public investment, ensuring investment efficiency;
Issues that people are very concerned about relate to traffic congestion, environmental and air indicators; close and effective coordination between agencies in the political system to promote comprehensive strength, combining the strength of the country and the strength of the times, internal and external strength; bottlenecks that need to be further resolved, especially in terms of institutions that need to "turn the situation, change the status" from centralized management to constructive development and serving the people.
The Prime Minister believes that the development achievements that the General Secretary clearly pointed out have created momentum, strength, position, and confidence for the Government, ministries, branches, and localities to strive to complete the tasks in the coming time.
Recalling to members of the Government, ministries, branches, and localities about 8 ambiguous points, as well as 7 key tasks that General Secretary To Lam has directed to implement, the Prime Minister emphasized that to achieve the double-digit growth target from 2026 onwards, it is necessary to focus on economic restructuring, establishing a new growth model based on science and technology, innovation, and digital transformation.
The Prime Minister clearly stated that it is necessary to fully recognize the viewpoint of high growth but must be on the foundation of macroeconomic stability, ensuring major balances; rapid development but must be sustainable, associated with progress, social justice, environmental protection, and improving people's lives.
Strengthen strategic autonomy, strengthen national defense and security, improve the autonomy, self-reliance, and self-strengthening of the economy, and proactively respond to external fluctuations.
