2. Appraisal report, Approval Decision, task assignment contract.
3. Other documents and materials related to the process of building, approving, organizing implementation, evaluating results, efficiency and impact on tasks and programs.
State Secrets. Top Secrets in the field of science and technology include:
Information on special scientific, technological and innovation tasks or special national scientific, technological and innovation programs that directly affect national defense and security; national sovereignty protection except for contents belonging to top-secret state secrets, including:
1. Program, presentation, progress report, summary report, result report, product.
2. Appraisal report, Approval Decision, task assignment contract.
3. Other documents and materials related to the process of building, approving, organizing implementation, evaluating results, efficiency and impact on tasks and programs.
In addition, some contents such as Reports, Presentations, and documents seeking opinions on new guidelines and policies related to science and technology activities, innovation, and digital transformation serving national defense and security; except for contents belonging to top-secret and top-secret state secrets; Strategy, planning, plans, and programs for coordination of activities between the Ministry of Science and Technology and the Ministry of National Defense and the Ministry of Public Security with content serving national defense and security,... are regulated as Secret State Secrets.
This Decision takes effect from the date of signing (January 19, 2026) and replaces Decision No. 1294/QD-TTg dated August 24, 2020 of the Prime Minister on promulgating the list of state secrets in the field of science and technology and Clause 1, Clause 2, Clause 3, Article 1 of Decision No. 2238/QD-TTg dated December 29, 2020 of the Prime Minister promulgating the list of state secrets in the field of information and communication.
