On January 21, at the 14th Party Congress, as a delegate from the grassroots level, Ms. Tran Thi Thanh Thuy - Member of the Standing Committee of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Council of My Hao ward, Hung Yen province - presented a paper on the topic "Digital transformation at the grassroots level in the context of implementing the 2-level local government model - Practice and determination to act of My Hao ward, Hung Yen province".
Right from the time My Hao ward officially went into operation according to the new model (July 1, 2025), the Ward Party Committee identified digital transformation as a key, consistent political task, directly linked to the responsibility of the Standing Committee of the Party Committee and the head.
After a period of action, digital government was deployed early and achieved clear results, truly becoming the operating platform of the ward, helping to reduce pressure on officials, saving time and costs for people.
100% of administrative procedures under authority are received and resolved in the electronic environment, basically switching to working in the digital environment.
From July 1, 2025 to now, the online application rate in My Hao ward has reached 99.9%. 100% of applications are resolved correctly and ahead of schedule. Most business households have used electronic invoices and paid without cash.
My Hao ward has initially started working with experts and technology businesses to order the deployment of innovative models such as multi-modal digital maps; attaching QR codes to urban houses and green trees; deploying water level sensors at flood-prone points at low cost to manage the city; building a "Smart Neighborhood Group" model, managing through official Zalo/VNeID groups to receive feedback on security, waste, electricity and water 24/7.
In particular, the "Civil AI Learning" program has attracted a large number of students and business households to participate in applying AI to video marketing production and digital-based transaction and sales systems.
Ms. Tran Thi Thanh Thuy said that from that reality, the ward identified a number of key directions and tasks such as building and completing a digital ecosystem, a digital working environment that meets the requirements at the grassroots level, focusing on data, infrastructure and digital platforms and applications.
Promote administrative reform, innovate thinking and leadership and administration methods towards digitization, transparency, and efficiency; develop the digital economy and digital society from the practical needs of the people; build a team of grassroots officials to meet the requirements of digital transformation; focus on training digital skills, data thinking and the ability to apply AI in a practical direction.
Ms. Tran Thi Thanh Thuy proposed that the Central Steering Committee for Science and Technology Development, Innovation and Digital Transformation soon issue and organize implementation in parallel with strengthening supervision and inspection of the implementation of the Plan to implement the orientations and policies of the 14th Party Congress on science and technology development, innovation and digital transformation.
