The Central Propaganda and Mass Mobilization Committee has just released a Report on the results of the implementation of the organization of collecting comments from cadres, party members and people (from October 15 to November 4, 2025) on the Draft documents to be submitted to the 14th National Congress of the Party.
The report raised outstanding issues, groups of opinions of cadres, party members and people focused on giving comments and adding documents to the draft.
In which, the basic opinions were highly unanimous and believed that the draft documents had been prepared meticulously, with careful quality, clear layout, close assessment, accurate situation situation, and high generality. The reports have correctly assessed the achievements, pointed out limitations, weaknesses, causes and lessons learned, and clearly identified the goals, directions, tasks, breakthroughs and solutions for the coming term.
Along with that, many opinions were given on a number of key contents related to the draft documents.
Regarding the theme of the Congress stated in the draft Political Report of the 13th Party Central Committee:
The majority of opinions were highly unanimous, affirming the theme to be profoundly general, demonstrating the intelligence, vision, goals and political determination of the entire Party, people and army in the cause of building and defending the Fatherland; affirming the steadfast will and aspiration to develop a prosperous and happy country, firmly moving towards socialism in the new era.
Some opinions suggested adding and emphasizing more factors such as "national defense - security", " included human development", or adding the element of " won't be left out" to deepen the value of humanity and democracy.
Regarding the results of implementing Resolution XIII and 40 years of innovation:
Some opinions suggested adding specific data on: labor productivity growth rate, total social investment capital, environmental indicators, etc.
At the same time, it is recommended to emphasize and clarify the outstanding role of new economic sectors such as digital economy, green economy, circular economy, digital transformation, innovation and high technology in the development achievements in recent times, considering this an important basis for comparison and comparison with the goals and targets for the period 2026 - 2030.
Work on building and rectifying the Party and the political system:
People highly appreciate the results of the fight against corruption and negativity, but hope to continue to do it more strongly, synchronously and thoroughly, handle it strictly, without "banned areas" or "extreme rules". Wishing to innovate the Party's leadership methods, promote democracy in the Party and in society, and ensure that the Party is truly moral and civilized. Strengthen power control, prevent local and group interests.
Socio-economic development:
People expect the Party to propose breakthrough solutions to improve labor productivity, growth quality, digital transformation, and develop a green, circular economy. Pay more attention to agriculture, farmers, rural areas, ensuring food security and sustainable livelihoods.
Regarding social security, education, health care and people's lives:
People hope to improve the quality of education, reform exams, focus on educating ethics, life skills, and career orientation for students. Pay policy attention to meritorious people, poor people, remote areas, narrowing the development gap between regions.
Some opinions suggested that, regarding the results of 40 years, it is necessary to further assess the shortcomings in personnel work, the field of education and training, especially the publishing of textbooks; extra learning and tutoring; about building a rule of law state, the legal system is not really synchronous, administrative procedures are still stuck.
Lack of context and challenges: If we do not mention the context (epidemic, global economic recession, geopolitical conflicts, climate change, etc.), it will be difficult to see all the value and persuasion, only stating the results without comprehensively integrating limitations and causes will make the assessment "one-sided".
