The Government Inspectorate has just issued Notice No. 3436/TВ-TTSR Announcing the Inspection Conclusion of projects with difficulties and obstacles in Quang Tri province.
The Coastal Road project connecting the East-West economic corridor, Quang Tri province (phase 1) is a group A project decided on investment policy by the Quang Tri Provincial People's Council, and the Quang Tri Provincial People's Committee approved the investment decision for the project.
The project implementation location is in the districts of Vinh Linh, Gio Linh, Trieu Phong and Dong Ha City (now Vinh Hoang, Cua Tung, Ben Hai, Gio Linh, Cua Viet, Nam Cua Viet, Trieu Binh communes and Nam Dong Ha ward), belonging to the list of key projects, with regional linkage, coastal roads, and significance in promoting rapid and sustainable socio-economic development.
Through inspection, the Government Inspectorate determined that the People's Council and People's Committee of Quang Tri province approved the investment policy and decided to invest in the project, while section 2 of the project (from the coastal road to the center of Dong Ha city, 12.24 km long) has not been updated, adjusted, and supplemented to the Quang Tri province transport sector plan, which is not in accordance with regulations; there is no appraisal report on the content of investment policy adjustment;
Quang Tri Provincial People's Committee has submitted to the Provincial People's Council for approval to adjust the investment policy in Resolution No. 46/NQ-HDND dated June 26, 2025, increasing the total investment and extending the project implementation time to 2027 is not sufficient basis, it is difficult to balance the medium-term public investment capital for the period 2026-2030;
The Provincial People's Committee approved the Project Feasibility Study Report without fully determining the workload to calculate the cost of site clearance correctly and fully according to regulations, leading to a shortage of site clearance capital.
The Government Inspectorate also pointed out that the preparation, appraisal, and approval of contractor selection plans applying short-term contractor appointments violated the provisions of point d, clause 2, clause 6, Article 35 and point h, clause 6, Article 89 of the 2013 Bidding Law.
The process of preparing, appraising, and approving bidding documents also stipulates criteria that cause difficulties for contractors participating in bidding, limit the participation of contractors, cause unequal competition, and violate the provisions of Clause 2, Article 12 of Decree No. 63/2014/ND-CP dated June 26, 2014 of the Government detailing the implementation of a number of articles of the Law on Bidding and Contractor Selection" - Inspection Conclusion Notice stated.
Site clearance work is slow, not ensuring progress, prolonged from 2022 to now and has not been completed; the construction of resettlement areas has not been implemented synchronously, 9/10 areas have not been completed; the relocation of technical infrastructure works in the project area has not been carried out.
Construction packages are generally behind schedule from 6 months to 18 months. In addition to objective factors such as site clearance, weather and increased materials, there is also subjective reason that contractor capacity is still limited, not fully mobilizing labor and construction equipment on the construction site.
Responsibility for the above-mentioned shortcomings, limitations, and violations belongs to the Provincial People's Committee; Departments: Finance, Planning and Investment, Transport; Provincial Construction Investment Project Management Board; State Treasury Region VII; People's Committees of districts: Gio Linh, Vinh Linh, Trieu Phong, Dong Ha City of Quang Tri province (old) and organizations and individuals according to each relevant period.
The Government Inspectorate proposed that the Prime Minister direct the Provincial People's Committee and the Chairman of Quang Tri Provincial People's Committee, according to their functions, tasks, and authority, to organize self-criticism and clarify responsibilities to handle collectives and individuals according to regulations in each period related to the shortcomings, limitations, and violations mentioned in the Inspection Conclusion.
