Commune-level cadres are encouraged to retire before the reorganization period

Commune-level civil servants who are redundant due to district and commune-level arrangement in the 2023-2025 period are encouraged to retire before the end of the arrangement roadmap.

According to the document guiding the implementation of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP on policies and regimes for cadres and civil servants when reorganizing the apparatus, the Ministry of Home Affairs issued transitional provisions related to the settlement of policies for redundant cadres, civil servants and public employees.

Accordingly, during the policy development process, the Ministry of Home Affairs reported to competent authorities to thoroughly handle redundant commune-level cadres and civil servants due to the arrangement of commune-level administrative units in the 2019-2021 period that have not been resolved.

At the same time, the Ministry of Home Affairs also encourages redundant cadres, civil servants, public employees and commune-level cadres and public employees due to the arrangement of district and commune-level administrative units in the 2023-2025 period to retire before the end of the arrangement roadmap.

Therefore, Decree No. 178/2024/ND-CP (amended and supplemented by Decree No. 67/2025/ND-CP) stipulates that these subjects are subjects of application.

In these cases, if the competent authority has resolved the policy under Decree No. 29/2023/ND-CP but has not issued a decision to enjoy the policy or the time of resignation after January 1, 2025, the policies and regimes according to the provisions of Decree No. 178/2024/ND-CP (amended and supplemented in Decree No. 67/2025/ND-CP) will be applied.

Recently, the Minister of Home Affairs reported to the Government on the implementation of the arrangement of administrative units at all levels and the organization of local government at both levels.

Minister Pham Thi Thanh Tra said that for the provincial level, the number of positions assigned by competent authorities in 2022 is 110,233 positions for cadres and civil servants.

Regarding the number of provincial-level positions after the reorganization and the local government at the provincial level coming into stable operation, it is expected to arrange about 91,784 positions for cadres and civil servants. Thus, it is expected to reduce about 18,449 positions (due to restructuring according to job positions).

For the commune level (formed after the end of district-level activities and transferred the district-level payroll to the commune level (old) to be arranged according to the new commune-level unit. The number of positions at district and commune levels assigned by competent authorities in 2022 is 310,046 positions for cadres and civil servants (of which 97,440 positions are at district and 212,606 positions are at commune level).

The number of commune-level positions after the reorganization period and when the local commune-level government comes into stable operation is expected to be 199,260 positions for cadres and civil servants.

Accordingly, it is expected to reduce about 110,786 (due to restructuring according to job positions, retirement, and severance according to policies).

The number of endorsed non-professional workers at the commune level nationwide is more than 120,500 people.

Regarding the number of commune-level administrative units reduced and newly formed after the reorganization, according to the synthesis of project documents of localities, it is expected that after the reorganization, the whole country will reduce 6,714 units (a reduction of 66.91%, ensuring the reduction rate according to the Central regulations is from 60-70%).

Accordingly, it will reduce from 10,035 commune-level administrative units to 3,321 commune-level administrative units.
