According to the report, the administrative reform indicators, people and businesses' satisfaction, competitiveness, district-level governance efficiency and digital transformation all have significant improvements compared to 2023.
Specifically, the administrative reform index (PAR INDEX) reached 87.12%, up 1.27%, the satisfaction rate of people and businesses reached 95.97%, up 0.69%; the district-level governance efficiency index (DGI) reached 92.29% points, up 1.29% points.
As a result, regarding the PAR INDEX index (ad administrative reform index): The Department of Home Affairs leads the department, branch, and sector; Ha Long City leads the local sector; The Provincial State Treasury leads the central agency sector.
SIPAS Index (ildcast of people and organizations' satisfaction with the services of state administrative agencies): Department of Justice leads the block of departments, branches, and sectors; Cam Pha City leads the block of localities; Provincial Border Guard Command leads the block of central agencies.
DDCI Index (competitive capacity assessment index): The Provincial Economic Zone Management Board leads the department, branch and sector; Ha Long City leads the local sector; the Provincial Customs Department leads the central agency sector.
DGI Index (district-level governance efficiency index): Co To District leads.
DTI Index (digital transformation assessment index): Ha Long City leads.
Speaking at the conference, Mr. Pham Duc An, Chairman of the Provincial People's Committee, praised and acknowledged the efforts of agencies, units and localities in achieving the targets set for 2024.
In response to the province's goal of 2025, the Chairman of the Provincial People's Committee suggested that agencies, units and localities focus on implementing the following key tasks:
Strictly implement the Central's instructions, proactively research and propose decentralized and authorized tasks in accordance with the 2-level local government model, ensuring smooth implementation, without missing tasks or management areas.
Enhance the responsibility and political determination of the leader.
Ensure a reduction of at least 30% of the time for handling administrative procedures.
Strengthen discipline and administrative discipline, promptly advise and remove bottlenecks and difficulties in implementing tasks. Applying information technology in public financial management.
On this occasion, the Provincial People's Committee awarded Certificates of Merit to collectives and individuals with outstanding achievements in the emulation movement "Promoting administrative reform in Quang Ninh province" in 2024.
