At the press conference of the 1st Government Party Congress, term 2025-2030 on the afternoon of October 13, the press raised questions related to growth targets in the coming time.

Responding to this content, Deputy Minister of Finance Tran Quoc Phuong said that, closely following the leadership and direction of the Central Executive Committee, the Politburo, the Secretariat, and the 1st Government Party Congress, term 2025-2030, has identified priority areas and breakthroughs that need to focus on direction and administration to bring the country self-reliant and confident into a new era of development.

First, focus on quickly perfecting development institutions, liberating productive power, mobilizing all resources and creating new momentum for development.

Create breakthroughs, remove institutional bottlenecks, promptly remove barriers and regulations that are no longer suitable for business investment activities, and quickly improve the business investment environment.

Quickly build a modern administrative system, based on the quality of the team of cadres, civil servants, and public employees, especially the leader. Fully promote the functions and roles of economic regions.

Second, promote industrialization, modernization, restructure the economy, establish a new growth model, take science and technology, innovation and digital transformation as the main driving force.

Promote digital transformation, comprehensively digitize in all socio-economic fields associated with ensuring security, safety, and encouraging innovation. Forming and developing a number of large-scale domestic strategic digital technology enterprises.

Third, make a breakthrough in developing a synchronous, modern and smart infrastructure system.

Develop a synchronous transport infrastructure system on the basis of promoting the advantages of transport methods, contributing to reducing logistics costs and improving the competitiveness of the economy.

Complete the goal of having 5,000 km of expressway nationwide by 2030; complete the coastal road. Prioritize the development of key seaports combined with international transit. Fourth, improve the quality of human resources, develop cultural, social fields, and protect the environment.

Focus on improving the material, spiritual and health lives of the people. Improve the social welfare of all people, ensure that all people enjoy the fruits of innovation, no one is left behind... Fully implement social security policies for vulnerable groups.

Basically handle the situation of environmental pollution in both urban and rural areas, especially air pollution in Hanoi and Ho Chi Minh City. Develop circular economic models, effective use of natural resources, waste recycling and reuse models.

Fifth, consolidate and enhance national defense and security, improve the effectiveness of foreign affairs and international integration, create a peaceful, stable and favorable environment for the country's development.
