On March 10, at the Party Central Committee Headquarters, a conference was held to announce the Politburo's decision to establish the Central Theoretical Council for the 2026-2031 term.
General Secretary To Lam attended and delivered directing speeches at the ceremony; also attending were Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu, Politburo members, and the Secretary of the Party Central Committee.

On behalf of the Party and State leaders, General Secretary To Lam presented the Secretariat's Decision appointing and assigning Prof. Dr. Nguyen Xuan Thang - Member of the 13th Politburo, former Director of the Ho Chi Minh National Academy of Politics - as Chairman of the Central Theoretical Council for the 2026-2031 term.
General Secretary To Lam assessed the very important contributions of the Central Theoretical Council of previous terms, especially in the work of researching, building and perfecting the Party's theory on the path to socialism in Vietnam and directly contributing to the construction and completion of important Party documents, especially at the National Party Congresses, orienting the country's development path in the long term.
Clearly stating that the early consolidation and launch of the Central Theoretical Council for the 2026-2031 term immediately after the 14th Party Congress is of great significance, showing the spirit of proactiveness, dynamism, and urgent action to bring theoretical work to accompany the major tasks of the Party and the country, the General Secretary emphasized that the new term Council also has many important innovations with the participation of theoretical experts, scientists, leading experts and many leaders and managers with rich practical experience.
The combination of successor forces of experienced scientists clearly demonstrates the spirit of inheritance and development, ensuring continuity, and also creating motivation for innovation in the Council's activities so that the Central Theoretical Council truly becomes a place to converge the intelligence of the team of theorists and experts, is the wisdom bag of the Party, and is a strategic research and consulting center on major issues of the country.

Referring to tasks in the coming time, the General Secretary requested the Central Theoretical Council to continue to affirm and elevate the core nuclear role in the Party's theoretical work, in the new era of national development.
Theoretical work is even more particularly important because it is the theory that contributes to shaping the ideological foundation, the guiding principle in the Party's activities with a long-term strategic vision, roadmap, and steps in each stage and period to develop the country.

The Council also needs to strongly and effectively promote the advisory role for the Party, directly the Politburo and the Secretariat, in considering and deciding on major development decisions, strategies and orientations of the country," the General Secretary emphasized.
