Early completion of data architecture and construction of a large data center of the city
Speaking at the Hanoi Party Congress on the afternoon of October 17, Mr. Tran Anh Tuan - Director of the Hanoi Department of Science and Technology said that with its special political position and outstanding advantages of the Capital Law, Hanoi has the mission of being a model, leading and leading place. This is affirmed by the fact that Hanoi has continuously led the country's innovation index for three consecutive years (2023, 2024 and 2025).
However, with a population of over 8.5 million people and high population density, Hanoi is under great pressure on transport infrastructure, healthcare, education and rapidly increasing the mechanical population. This requires Hanoi to apply smart management solutions based on big databases and modern digital management tools.
In recent times, Hanoi has affirmed its view of considering science and technology, innovation and digital transformation as strategic driving forces for the new development stage.
The city has proactively developed and issued many specific and outstanding policies through the resolutions of the City People's Council. These policies include a resolution on breakthroughs in science and technology, developing a creative startup ecosystem, a controlled testing mechanism, a venture investment fund, a technology trading floor and a creative center of the city.

To successfully implement the goals of the Congress Resolution and make Hanoi a leading innovation center of the region, the Director of the Hanoi Department of Science and Technology proposed the following five key contents:
First, it is necessary to actively change thinking, be more determined, eliminate the mentality of being afraid of change, establish a new state: activate the state of adaptation and be ready to master science and technology. It is necessary to invest in and upgrade equipment to operate digital government, improve the digital working environment for cadres, civil servants, and public employees, especially at the grassroots level.
Second, immediately implement outstanding policies on science and technology, innovation and digital transformation. It is necessary to perfect the institution on intellectual property and do a good job of protecting intellectual property rights. Forming a mechanism to foster a culture of accepting risks and respecting failures with control, considering this as part of learning.
Third, perfecting strategic AI and data infrastructure: Early completion of data architecture and construction of a large data center of the city, ensuring information security and connecting national databases.
It is necessary to invest in research and development of artificial intelligence (AI) and consider AI as a strategic infrastructure, on par with electricity, telecommunications or the Internet. Regularly aim to build a 4.0 government towards the satisfaction and legitimate interests of people and businesses.
Fourth, innovate human resource training: Human resource training must be linked to the requirements of digital government, the needs of businesses and the market according to the new model. It is necessary to make the three-house linkage (state - school - enterprise) truly close.
Fifth, promote communication and raise awareness: Communication work must go hand in hand with implementing solutions to raise awareness and consensus of the entire political system, business community and people.
Resolution 57 is ahead of reality in both strategic vision and innovative thinking
According to Mr. Tuan, looking back at history, every step of humanity's development is associated with technological breakthroughs: the birth of steamers in the first Industrial Revolution; electrification in the second; information technology in the third; today is artificial intelligence in the fourth and most likely the shape of the 5th Industrial Revolution is gradually becoming quantum technology.
Practice has proven that Japan has miraculously recovered after World War II thanks to electronics industry; Korea - with the remarkable Han River breaking through with an overseas industrialization strategy; Singapore has risen from a poor island nation to become an industrial and financial center of Asia.
Looking back at Vietnam, Mr. Tuan said that Resolution 57 of the Politburo was issued to open a real revolution in the thinking of leading and managing the fields of science and technology, innovation and digital transformation.
If previously, "Khoa 10" was considered a strong breakthrough in agricultural economic management thinking, stemming from the urgent requirements of production practice, then Resolution 57 is ahead of practice in both strategic vision and innovative thinking.
The Resolution not only solves existing problems, but also proactively creates a future, paving the way for new production models, leading the development trends that the social productive forces themselves are still in the process of forming and completing.
Therefore, to realize the great idea of Resolution 57, each of us must strive and be determined to overcome. The transformation does not start from technology or institutions but from the courage to change from thinking to behavior of each of us right now, right now and steadfastly towards that goal.
"With the highest determination of the entire political system, the consensus of the people and the support of experts, scientists, business community and the active participation of the young creative workforce, Hanoi will rise to become a leading center for science, technology, innovation in the region, contributing to the successful implementation of the goal of making Vietnam a developed and powerful country by 2045," said Mr. Tuan.
