Today, in the atmosphere of the whole country competing to achieve achievements to welcome the 14th National Congress of the Party, I am very happy with the leaders and former leaders of the Party, State, and Vietnam Fatherland Front to attend the 1st Government Party Congress, term 2025 - 2030. The Congress is even more meaningful as we have just celebrated the 80th anniversary of the founding of the Government of the Socialist Republic of Vietnam.
On behalf of the Party and State leaders, I would like to send my best wishes and congratulations to the leaders, former leaders, delegates and 453 official delegates, representing the intelligence, will to unify and the development aspirations of all Party members in the entire Government Party Committee.
Dear comrades!
The Government Party Committee is a large and important Party Committee directly under the Central Government, a center for direct leadership and direction for the Government, the Prime Minister and affiliated Party organizations in the management of the national administration, socio-economic development, ensuring national defense and security and expanding foreign affairs and integration of the country.
The Standing Committee of the Government Party Committee has directed the preparation process for the Congress methodically and thoroughly, ensuring quality and progress in accordance with Directive 45 of the Politburo. The Politburo also gave instructions and gave orientational comments related to the Documents and personnel work of the First Government Party Congress. The content of the draft documents closely followed the major viewpoints and orientations stated in the draft documents of the 14th National Party Congress, the resolutions, conclusions and directives of the Central Executive Committee, the Politburo, the Secretariat and closely followed the practical situation of the current Government Party Committee.
Looking back at the 2020 - 2025 term, we have faced many fierce, sudden, and unprecedented challenges (COVID-19 pandemic, natural disasters, armed conflicts, strategic competition between major countries, changes in trade policies of some major partners, etc.). But under the leadership of the Party, along with the support of the entire political system, the Government Party Committee, now the Government Party Committee, has shown courage, solidarity, creativity, determination in directing, operating, making breakthroughs in action, organizing implementation with a key focus, close to reality and achieving many important, quite comprehensive results, with many outstanding highlights:
Firstly, the work of Party building has been comprehensively and synchronously implemented, focusing on improving leadership capacity and the quality of Party members.
Second, successfully control the COVID-19 pandemic, protect people's health, quickly change the state, limit the impact of supply chain disruption, effectively implement the Socio-Economic Recovery and Development Program with a scale of hundreds of thousands of billions of VND, support more than 68 million workers and over 1.4 million businesses to overcome difficulties, creating a foundation for the recovery and growth period.
Third, the entire period of 2021-2025, is estimated to reach and exceed 22/26 main socio-economic targets, the remaining targets are approximately reached. The macro economy is stable, with an average GDP growth of about 6.3%/year, among the highest in the region. GDP will increase from 346 billion USD in 2020 to about 510 billion USD in 2025, putting Vietnam in 32nd place in the world, 4th in ASEAN; GDP per capita will reach about 5,000 USD, 1.4 times higher than in 2021; inflation will be controlled at 4%/year, ensuring major balances of the economy.
Fourth, breakthroughs, especially in terms of institutions and infrastructure, have been vigorously and synchronously implemented to remove difficulties and obstacles for people and businesses, creating more freedom in administrative procedures and socio-economic development. By the end of 2025, the whole country will complete over 3,200km of highways and more than 1,700km of coastal roads, far exceeding the target set by the 13th National Party Congress; basically completing Long Thanh International Airport Phase 1, creating a new look for the national infrastructure. Accelerate the handling of long-standing problems, strengthen the trust of people and the business community ( handling 5 weak banks, 12 projects at a loss, behind schedule), and at the same time, review and remove obstacles for nearly 3,000 projects with a total capital of nearly 6 million billion VND. The administrative apparatus has been streamlined, the 2-level local government model has initially operated more effectively.
Fifth, the potential for national defense and security is consolidated and enhanced; foreign affairs and international integration go into depth, maintaining a peaceful and stable environment. Culture, society, and environment have clearly changed, the material and spiritual life of the people is increasingly improved. The multidimensional poverty rate has decreased sharply from 4.1% to 1.3%, completing the goal of eliminating temporary and dilapidated houses 5 years and 4 months earlier than the plan.
On behalf of the Politburo and the Secretariat, I warmly welcome, acknowledge and commend the important results that the Government Party Committee has achieved in the 2020-2025 term. This is a new foundation and motivation for the Party Committee to enter the next term.
In addition to the very positive results, I highly appreciate the openness and frankness of "looking straight at the truth, assessing the truth, clarifying the truth" about the shortcomings and limitations as stated in the report of the Government Party Committee.
The macro economy still has risks, restructuring the economy, improving growth quality is still slow; infrastructure is not yet synchronous, especially transportation, urban areas, healthcare, education, digital infrastructure. Institutions and laws still have many problems; decentralization, delegation of authority and reform of administrative procedures are not really strong; the effectiveness of state management in some areas is still limited. The quality of human resources, especially in high-tech industries, has not met requirements; the productivity and competitiveness of the economy have not broken through; the lives of a part of the people are still difficult; many pressing social problems such as flooding, congestion, traffic safety, environment... have not been fundamentally resolved.
The leadership and direction at some levels and sectors is sometimes not really drastic and in-depth; the spirit of innovation, creativity, daring to think, daring to do, daring to take responsibility is not uniform. The preparation of some major projects and programs is still slow; discipline and administrative discipline are not strict, there is still a situation of avoidance, pushing, fear of mistakes, and fear of responsibility. A number of cadres and party members, including committee members, are still limited in quality and capacity, even violating discipline and the law. The work of inspection, supervision and corruption prevention in some places is still formal and unsynchronized.
The main reason is that some Party committees and organizations at all levels are not really proactive, creative, and lack of determination in leadership and direction; a number of cadres and Party members have limited capacity, sense of responsibility, and awareness of setting an example; coordination is not tight in some places, inspection and supervision work is not regular and timely.
Those limitations are a profound lesson for us to enter the new term with higher determination, act more strongly, overcome weaknesses, promote all potentials and advantages, and make the Government Party Committee truly strong, meeting increasingly high requirements in the new development stage of the country.
The Congress needs to discuss frankly and clearly the causes, especially subjective causes, to have fundamental solutions and strategies to overcome and improve the effectiveness of the Party Committee and the Government in the coming term, especially the direction and organization of the government apparatus - considering this an important and urgent task that needs to be completed as soon as possible so that we have "linear routes and clear routes", now we must "steadily and firmly" enter the new era.
Dear comrades!
The world situation continues to change rapidly and complexly, with many contemporary changes; opportunities and challenges intertwined but challenges are greater. Our country is in a historic transformation phase with the operation of a 2-level local government model; the development space is being re-planned; many strategic policies, orientations, and breakthrough solutions are being implemented. This is the time for us to seize the opportunity, take a shortcut to take the lead with Vietnamese intelligence combined with advanced knowledge of humanity, soon create a state of " Strategic self-reliance", make every effort to achieve and maintain a high and sustainable development speed, successfully implement the two 100-year strategic goals. The responsibility placed on the Government Party Committee is extremely heavy, as a key force, pioneering in organizing implementation, in the spirit of: First, all for the benefit of the country and the people; Second, closely following the leadership of the Party, fully and promptly listening to the legitimate will and aspirations of the people; Third, promoting the role of a center for social solidarity, arousing and mobilizing all domestic and foreign resources for development.
The political report and the Action Program have set out directions, goals, targets, tasks and solutions, strategic breakthroughs and specific tasks, demonstrating a very high fighting spirit and action. I highly appreciate and basically agree, I would like to emphasize and note 3 more requirements and 5 key work orientations as follows:
Regarding 3 requirements
First, unify awareness and clearly define the goal of taking the country firmly into an era of strong, prosperous, civilized and happy development.
Second, make greater efforts, stronger aspirations; improve forecasting, leadership and direction capacity; innovate in state management. Step out of the old ways and thinking, set out orientations, tasks, and real solutions. All for the economic, cultural and social development of the country with the ultimate goal of improving the material, spiritual and happy life of the people.
Third, build a team of cadres and civil servants who are "talented, capable, and heartless"; have steadfast political will, pure morality, high responsibility, dare to think, dare to do, dare to take responsibility, dare to face difficulties and challenges. Shift from administrative thinking to service thinking; shift from "performing all responsibilities" to "working to the destination". There needs to be mechanisms and policies to create motivation and protect cadres who dare to innovate for the common good, not letting State agencies and the Government become a safe haven for those who are weak and afraid of conflicts.
About 5 key tasks
First: The Government Party Committee has a special position in the political system, which is a place to gather a team of strategic-level leaders and managers, where the Party's guidelines and policies are directly concretized, institutionalized and organized to be implemented by law, mechanisms and policies of the State. Therefore, the Government Party Committee must be a model of political courage, intelligence, innovation and public ethics; be the center of solidarity, unity of will and action in the entire state administrative apparatus. Continue to build a truly clean and strong Party Committee and Party committees; Resolutely prevent and combat corruption, waste and negativity with the motto "no dark areas, no gray areas", "vacuums, shady spots", "no forbidden areas, no exceptions"; Build a team of cadres and Party members, especially leaders with sufficient capacity, equal to the task; Build a Government "creating development, integrity, drastic actions, serving the people". At the same time, continue to perfect the organizational model within agencies; review and supplement working processes and regulations; clearly identify functions, tasks, and working relationships to ensure smoothness, efficiency, and overcome delays and problems in decentralization and delegation of authority. The effectiveness of the Government's activities is a measure of the capacity and fighting strength of the Government Party Committee.
Second: Focus on economic development, maintain macroeconomic stability, control inflation, ensure major balances. Goal for the 2026 - 2030 period: strive to achieve double-digit growth. Flexible and effective monetary and fiscal policy management; removing bottlenecks and difficulties for production and business; unblocking traditional growth drivers and creating breakthroughs in new drivers (digital economy, green economy, circular economy), focusing on effectively handling backlog projects and weak banks, ensuring the health and sustainability of the economic and financial system. Establish a new growth model, ensuring rapid but sustainable development, taking science, technology, innovation, digital transformation as the main driving force; gradually becoming autonomous in technology, especially strategic technology (this content was recently decided by the 13th Central Conference). Strongly develop the domestic market; expand and diversify the international market in conjunction with improving product quality, participate more deeply and widely in regional and global supply chains; direct localities to focus on resolving flooding and environmental pollution issues affecting people's lives, developing the socio-economy and having a proactive plan to deal with storms, floods and natural disasters more proactively and methodically.
Third: Focus on implementing 03 strategic breakthroughs ( institutions, infrastructure, human resources). Institutions must become competitive advantages, free up all productive forces, unlock all development resources; cut down and simplify administrative procedures, promote creative startups; improve the investment and business environment.
Invest in completing strategic infrastructure (intersections, seaports, high-speed railways, urban railways); research and implement programs to effectively exploit outer space, sea space and underground space to open up new economic development opportunities. Develop energy infrastructure to meet economic growth requirements and ensure energy security. Invest in the construction of a number of national key cultural, sports, educational and medical works of regional and international scale.
Consistently and resolutely implement the viewpoint of considering education - training as "top policy"; build a modern national education system, on par with the region and the world, creating a clear change in quality at all levels of education. Focus on developing, promoting talent, training high-quality human resources to meet the requirements of developing science, technology, innovation and national digital transformation. Promote the application of science, technology, innovation and digital transformation in all areas of the socio-economy, as well as in the operations of agencies in the political system and the business community.
Fourth: Develop a culture in harmony with the economy and society; care for people's lives, ensure that no one is left behind; build a civilized, united and progressive society. Implement social progress and equity; improve the quality of health care and social security; focus on ethnic, religious work, gender equality, and comprehensive human development. Effectively manage and use resources, protect the environment, proactively adapt and respond to climate change.
Fifth: Ensuring national defense and security, improving foreign affairs efficiency, and international integration. Strengthen national defense and security potential; firmly protect independence, sovereignty, territorial integrity; ensure political security, social order and safety. Synchronously and effectively implement foreign affairs and international integration activities, consolidate and enhance Vietnam's prestige and international position. Maintain a peaceful and stable environment for national development.

I believe that, with strong political will, high solidarity and determination, and intelligence and aspiration to rise up, the Government Party Committee will promote the glorious tradition, excellently complete all assigned tasks, contributing with the entire Party, people and army to successfully implement the Resolution of the 14th National Party Congress, bringing our country into a new era of development: peace, independence, democracy, prosperity, prosperity, civilization, happiness, and steadily moving towards socialism.
