On the morning of February 12, the Executive Committee of the Dien Bien Provincial Party Committee held its 23rd meeting, approving the content of the Project to arrange and streamline the apparatus and staff according to Resolution 18.
At the meeting, Mr. Tran Quoc Cuong - Member of the Party Central Committee, Secretary of Dien Bien Provincial Party Committee, said that the Provincial Party Committee had just received the resignation letter of Mr. Lo Van Tien - Vice Chairman of the Provincial People's Committee for the reason of medical treatment.
Based on regulations and considering the personal wishes of the cadres requesting to resign, at the 23rd session, the Executive Committee of the Dien Bien Provincial Party Committee unanimously decided to allow Mr. Lo Van Tien - Member of the 14th Provincial Party Committee Executive Committee, Vice Chairman of the Provincial People's Committee to resign according to his wishes.
Previously, Mr. Lo Van Tien (born in 1969) was Vice Chairman of Dien Bien Provincial People's Committee in charge of Agriculture and Rural Development.

Also at the meeting, the Dien Bien Provincial Party Committee highly agreed with the Project on rearranging agencies and units in the province's political system. After streamlining the apparatus, the Party agencies, mass organizations, public service units at the provincial level, and the district-level Party Committees reduced 2 committees (provincial level); reduced 13 departments and equivalents; increased 1 grassroots Party Committee under the Provincial Party Committee (provincial level reduced 2 committees, 7 departments and equivalents; district level increased 1 Party Committee, reduced 6 departments and equivalents).
Regarding the arrangement of specialized agencies under the Provincial People's Committee and units under specialized agencies: After the arrangement, there are 14 agencies (reduced by 5 agencies); 83 departments (reduced by 34 departments); 7 branches and equivalents (reduced by 3 branches due to the reduction of 4 branches and the reception of the Market Management Department from the Ministry of Industry and Trade), 31 departments and equivalents under branches (reduced by 4 branches).
70 public service units directly under the professional agencies of the Provincial People's Committee; (reducing 27 public service units including the Medical Center transferred from the Department of Health to the District People's Committee); increasing 2 public service units directly under the Provincial People's Committee (Dien Bien Phu University and the Center for Investment, Trade and Tourism Promotion).
For specialized agencies under the district-level People's Committee, there are 10 departments and equivalents. Of which, the Department of Ethnic Minorities and Religions is only organized in 8 districts (not organized in Muong Lay town and Dien Bien Phu city).
