According to the decision, Associate Professor, Dr. Doan Van Truong - Deputy Secretary of the Thanh Hoa Provincial Youth Union was appointed as Secretary of the Party Committee of Pu Nhi commune (formerly in Muong Lat district).
Associate Professor, Dr. Doan Van Truong was born in 1989 in Hop Ly commune, Trieu Son district, Thanh Hoa province. He is a PhD in Sociology with the main research direction being his Doctoral thesis (2018) with the topic "Dental Sociology - research on labor migration". Mr. Doan Van Truong has many years of teaching and research at Thanh Hoa University of Culture, Sports and Tourism before being trusted to join the Provincial Youth Union leadership.
In 2022, Mr. Doan Van Truong was recognized by the State Council of Professors as Associate Professor at the age of 33. At that time, Mr. Truong was recognized as the youngest Associate Professor in Vietnam.
Mr. Doan Van Truong has published 31 scientific articles, including 8 international articles in the prestigious systems ISI and Scopus, published 4 reference books on population Sociology, labor migration, family and gender Sociology. Associate Professor, Dr. Doan Van Truong is the subject of many research topics at the grassroots and provincial levels and has been honored as "Outstanding Young Teacher at the Central level" for two consecutive years 2020 and 2022.
Pu Nhi commune, where Mr. Doan Van Truong was appointed as Secretary, is one of the most disadvantaged communes in the country.

Pu Nhi commune is one of 21 special communes that do not implement the arrangement according to Resolution No. 1686 dated June 16, 2025 of the National Assembly Standing Committee. The commune has an area of over 66 km2, a population of about 6,000 people, of which ethnic minorities account for 95%, mainly the Mong ethnic group. The terrain is cut off, transportation is difficult, the poverty rate is still high, over 50%. The maintenance of an independent administrative unit comes from the characteristics of the area, population and the requirement to ensure border security.
Honoring the representatives of the new ward and commune Secretaries at the ceremony to announce resolutions and decisions on the arrangement of administrative units, Associate Professor, Dr. Doan Van Truong affirmed his determination to innovate, streamline, and improve the effectiveness of the grassroots government.
Mr. Doan Van Truong emphasized that this is a special moment, marking a strong transformation of Thanh Hoa province - a land of excellent land - in the era of integration and development. The arrangement and streamlining of the government apparatus is not only a requirement for administrative organization but also a profound transformation in leadership and management thinking, directly affecting the staff, administrative boundaries and people's psychology.
According to Associate Professor. Dr. Doan Van Truong, although Pu Nhi commune is not subject to merger, "not arranged does not mean standing outside the renovation process. On the contrary, we determined that the more difficult it is, the more drastic it is to innovate, the more streamlined and efficient it is".
The new Secretary of Pu Nhi commune said that immediately after the Conference, the commune government will urgently draft and reissue working regulations of Party committees, authorities and organizations, ensuring compliance with the new apparatus. At the same time, focus on administrative reform, simplify procedures, minimize melon ropes and file congestion, and improve the quality of service to the people.
The Secretary of the Pu Nhi Commune Party Committee also emphasized the orientation of promoting digital transformation, applying document management software, providing online public services, and supporting people to access administrative procedures more conveniently. In addition, the commune will focus on taking care of people's lives, effectively implementing the sustainable poverty reduction program, building new rural areas, maintaining political security and social order and safety.
After the arrangement, Thanh Hoa has 166 communes and wards.
