On the morning of June 30, Thanh Hoa province solemnly held a ceremony to announce the Resolution of the National Assembly and the National Assembly Standing Committee on ending the operation of district-level administrative units, reorganizing commune-level administrative units; at the same time, announced the decision to establish a commune-level Party Committee and appointed personnel for the Party Committee, leaders of the People's Council, People's Committee, and Vietnam Fatherland Front Committee at the commune level in the province. Deputy Prime Minister Le Thanh Long attended and directed the ceremony.

The ceremony was held live at the Thanh Hoa City Convention Center, connecting online to 166 newly established communes and wards, and was broadcast live on TTV channel and digital platforms of Thanh Hoa Newspaper, Thanh Hoa Radio and Television Station.
At the ceremony, Thanh Hoa province announced the decision to establish 166 new commune-level Party Committees and appointed key personnel for 166 commune-level administrative units.

Of the 166 new commune-level Party Committees, the Hac Thanh Ward Party Committee has the largest number of Party organizations and Party members in the province. Specifically, Hac Thanh ward was established on the basis of merging 10 wards in the central area of Thanh Hoa city, with more than 300 party organizations and more than 14,000 party members. This is also the commune-level administrative unit with the largest population in Thanh Hoa province with more than 197,000 people.
Representing key leaders of communes and wards in the province at the announcement ceremony, Mr. Doan Van Truong - Secretary of the Party Committee of Pu Nhi commune said that the locality is a particularly difficult border commune, located in the mountainous areas of the western part of the province.

"Although Pu Nhi commune does not implement the arrangement, it does not mean that it is outside the renovation process. On the contrary, we determined that the more difficult it is, the more drastic it is to innovate, the more streamlined and efficient it is. The continued maintenance of independent administrative units is based on specific factors such as area, population and border security - but the requirement to improve the quality of management and service to the people remains unchanged" - Mr. Truong shared.
Speaking at the announcement ceremony, Deputy Prime Minister Le Thanh Long emphasized that organizing the apparatus of the political system is of great significance, being the basis for ensuring the leadership role of the Party, the management role of the State and promoting the mastery of the People.

Recognizing that importance, the Party and State always identify innovation and improvement of the apparatus and political system as one of the key contents of the process of building and developing the country. Entering a new era of development, on the basis of summarizing 7 years of implementing Resolution No. 18 of the 6th Central Conference, Session XII, the Central Executive Committee, the Politburo and the Secretariat have proposed a policy to continue promoting the revolution of streamlining the apparatus, building and perfecting the efficiency, effectiveness and efficiency of the political system, meeting the new development requirements and tasks of the country.
This is a historic turning point, affirming that the arrangement and streamlining of the apparatus and the merger of administrative units is not only a simple administrative activity but also a strategic step of great significance in terms of politics, organization and practice in the process of improving the effectiveness and efficiency of the political and management system of the State.

At the announcement ceremony, Deputy Prime Minister Le Thanh Long requested the team of cadres assigned and appointed in 166 communes and wards of Thanh Hoa province to promote a sense of responsibility, affirm their mettle, intelligence, dedication, solidarity, proactively adapt to new requirements, dare to think, dare to do, dare to take responsibility for the common good and quickly get into the rhythm of work.
The Deputy Prime Minister suggested that Thanh Hoa province strongly promote its revolutionary tradition and unique identity, uphold the spirit of solidarity, unity, constant innovation, determination, and striving to achieve the highest set goals, especially achieving a growth rate of 11% or more in 2025, continuing to make Thanh Hoa a model province, a new growth force, contributing to the whole country firmly entering a new era of development.
