On September 3, the Government Office announced that it had just issued Document No. 8128/VPCP-CN conveying the direction of Deputy Prime Minister Mai Van Chinh on removing difficulties and obstacles in the Ho Chi Minh City Ring Road 3 project (HCMC).
Considering the report and recommendation of the Ministry of Construction (Document No. 198/BC-BXD dated August 25.) on the results of removing difficulties and obstacles at 4 component projects of the Ho Chi Minh City Ring Road 3 project of Inspection Team No. 07, Deputy Prime Minister Mai Van Chinh requested the Ho Chi Minh City People's Committee and relevant localities to urgently carry out tasks on: Site clearance; materials, construction.
Regarding site clearance, the Deputy Prime Minister requested the People's Committees of the provinces and cities: Ho Chi Minh City, Dong Nai, Tay Ninh to resolutely direct relevant units to speed up the relocation of the remaining high-voltage power line locations, to be completed before September 15, 2025.
Of which, Ho Chi Minh City (formerly Binh Duong) has 1 location at component project (DATP) 5 within Tan Van intersection; Dong Nai has 8 locations at DATP3, including 6 locations at the intersection with Ben Luc - Long Thanh Expressway, 2 locations at Huong Lo 9 overpass; Tay Ninh (formerly Long An) has 1 location at DATP7, route about Km90+615.
Regarding materials, the People's Committee of Ho Chi Minh City and the provinces of Dong Nai and Tay Ninh directed investors and contractors to proactively work with mine owners to ensure the progress of sand and stone materials to the construction site, without affecting the project progress.
Regarding construction, Ho Chi Minh City and the provinces of Dong Nai and Tay Ninh have directed investors and contractors to focus on accelerating construction, closely following the basic completion progress in 2025 according to the direction of the Prime Minister (especially the 4.6 km section from the Cach Mang Thang 8 intersection - Binh Goi bridge and the Tan Van intersection under DATP5), regularly inspect, monitor, and find timely solutions to compensate for the delayed output.
At the same time, reserve time in unfavorable weather conditions; increase human resources, construction machinery and equipment, financial resources to organize "3 shifts, 4 teams" to ensure the completion of projects on schedule, with quality and safety.
Regarding the Tan Van intersection investment plan, the Deputy Prime Minister requested the Ho Chi Minh City People's Committee to urgently study the complete investment plan for the Tan Van intersection to ensure effective and synchronous exploitation according to the direction of the Prime Minister in Notice No. 43/TB-VPCP.
The Ho Chi Minh City Ring Road 3 project is about 76.3 km long; divided into 8 DATPs including 4 construction DATPs and 4 site clearance DATPs (DATPs 2, 4, 6, 8) .
Currently, the construction packages of the Ho Chi Minh City Ring Road 3 project are being accelerated, ensuring the completion of the traffic opening schedule for each section in 2025 and completing the entire project in 2026, but the project still faces many obstacles.
Regarding site clearance, there are still some cases where the site has not been handed over, even though compensation has been received. In addition, the project is also hindered by the medium and low voltage power systems, transformer stations and telecommunication cables that need to be relocated.
Completing all DATPs in accordance with requirements before December 31, 2025 is very important to complete the common goal of the whole country.
