Speed up personnel approval, complete organization plans
On the afternoon of June 23, in Dong Ha City (Quang Tri Province), the People's Committee of Quang Binh Province coordinated with the People's Committee of Quang Tri Province to organize a meeting to listen to relevant departments and branches report on the progress of administrative unit arrangement and build a model of two-level local government organization. This is the final preparation step before the new government model officially takes effect from July 1, 2025.
The meeting was attended by Chairman of the People's Committee of Quang Binh province Tran Phong; Acting Chairman of the People's Committee of Quang Tri province Hoang Nam; Permanent Vice Chairman of the People's Committee of Quang Binh province Doan Ngoc Lam and representatives of relevant departments and branches of the two provinces.
According to the agreement between the two localities, the plans for organizing the apparatus, transferring and arranging cadres, civil servants and public employees (CBCCVC) have been basically completed. Quang Binh and Quang Tri have approved the plan to reorganize and transfer the commune-level apparatus; are finalizing the personnel plan and assigning staff to the new communes, expected to be submitted to the Provincial People's Committee before June 24, 2025.
Regarding staff streamlining, the two provinces have submitted approvals to 962 cases (Quang Binh: 134, Quang Tri: 828); the remaining 758 dossiers are being appraised. At the same time, the Department of Home Affairs of the two provinces has completed reviewing the personnel of the People's Committees of the new communes, drafting a decision to transfer civil servants and public employees and seeking opinions from the Provincial Party Committee's Organization Committee on transferring between the government, Party and Front blocks.

Currently, the Department of Home Affairs of the two provinces is urgently completing the Project to establish specialized agencies under the People's Committee of the new Quang Tri province, and submitting it to the Provincial People's Council for approval within the deadline. Decisions on appointment of leaders of departments, branches, mobilization and arrangement of civil servants and public employees must be completed by July 1 to ensure smooth operation of the apparatus.
Removing obstacles in housing, regimes and recruitment
In addition to positive results, the meeting also pointed out many difficulties that need to be resolved. The announcement of the Central Government's decisions on the establishment of the provincial Party Committee and local leaders will be simultaneously implemented from 8:00 a.m. on June 30, 2025, while just one day later, the apparatus must officially operate. The rush of time causes great pressure in the work of appointing and arranging personnel.
In particular, the issue of housing for civil servants and public employees in the new administrative - political center of Quang Tri province is a big concern. The total number of cadres and civil servants expected to be transferred is 1,562 people, but there are currently only about 69 public housing rooms, enough accommodation for about 100125 people. The remaining 1,400 people will not be immediately given houses, affecting their lives and work stability.
In addition, some health service units of Quang Tri province are implementing a plan to recruit civil servants according to the pre-merger process, but after July 1, a new policy will be needed to continue implementation. Receiving civil servants as commune-level civil servants is also difficult because there are no specific regulations on job positions.
The policy to support staff streamlining under Decrees No. 178/2024/ND-CP and 67/2025/ND-CP is also being reviewed but it will take a long time to complete the procedures. Some contents related to the regime and promotion of civil servant professional titles after the merger will continue to be guided later.
Chairman of the People's Committee of Quang Binh province Tran Phong emphasized the need for departments and branches to urgently announce decentralized administrative procedures, clearly guiding documents and processes for people and businesses to easily access. At the same time, units are required to proactively receive headquarters, assets, equipment, documents, etc. to ensure that the new government will operate smoothly from July 1, 2025.
