On March 20, at the first meeting, the Steering Committee on the arrangement and reorganization of district and commune-level administrative units in Quang Binh province determined the goal of reducing the number of commune-level administrative units to less than 30 units, equivalent to a reduction of more than 80% compared to before the merger.
Currently, Quang Binh has 8 district-level administrative units, 145 commune-level administrative units (including 122 communes, 15 wards and 8 towns). The total number of district-level professional agencies is 81, along with 550 public service units and about 2,900 commune-level cadres and civil servants.
This rearrangement of administrative units aims to streamline the apparatus, reduce management units, ensure scientific and reasonable principles, and avoid splitting up new units after the merger. The Steering Committee also proposed to keep the communes and wards intact and merge, avoid disruption and ensure unity in management.
The arrangement of mountainous communes, especially localities with border characteristics, large areas and ethnic minority areas, is carefully considered. National defense security factors and specific conditions will be carefully considered to ensure no disruption and maintain political and social stability.
The arrangement does not stop at reducing the number of communes, but also calculates the arrangement of cadres and civil servants appropriately. Cadres with good capacity, qualities, and a spirit of innovation will be given priority to be retained, and at the same time, arranged and retrained to suit the new working position. A reasonable support policy for redundant cadres is also proposed to ensure rights and psychological stability.
Mr. Le Ngoc Quang - Secretary of the Quang Binh Provincial Party Committee, Head of the Steering Committee on the arrangement and reorganization of district and commune-level administrative units said that the rearrangement is a historic step, requiring the consensus and high determination of the entire political system and people.
It is not simply a matter of discussing the criteria and number of units, but also a comprehensive review and re-evaluation of cadres and civil servants to ensure that when the new administrative unit comes into operation, the cadre work has been arranged appropriately.
The Steering Committee requested the District Party Committees and City Party Committees to urgently establish a District Steering Committee, develop a commune-level merger plan according to scientific and reasonable principles and directly direct the review work. Districts, towns and cities proactively coordinate with the Department of Home Affairs to ensure compliance with local realities and consistency across the province.
