Accordingly, the Chairman of the People's Committee of Quang Ninh province requested agencies, units and localities to implement a number of contents from April 1, 2025 until the completion of the implementation of the Project to reorganize the inspection system as follows.
Temporarily suspend the transfer of Inspectors and Chief Inspectorants working at inspections of departments; district, town and city inspectors to work in other departments, offices and units under departments and People's Committees of districts, towns and cities (except for cases: Performing prohibited acts as prescribed in Article 8 of the Law on Inspection 2022; Failure to complete tasks for 1 year at the appointed position; Transferring work positions according to the provisions of the Law on Anti-Corruption).
Temporarily suspend the transfer of civil servants working in other departments, offices and units under the departments and People's Committees of districts, towns and cities to inspection agencies of departments, district, town and city inspectorates.
Temporarily suspend the proposal to appoint the ranks of Inspector and Chief Inspector for civil servants working at inspection agencies under departments and People's Committees of districts, towns and cities.
Temporarily suspend the dismissal of the Inspector for civil servants holding the position of Inspector or Chief Inspector, except for cases specified in Clause I, Article 42 of the Law on Inspection 2022, including: Retirement, termination of employment; Due to health reasons, family circumstances or other reasons that cannot complete the assigned tasks; Convicted by the Court and sentences and decisions that have come into legal effect; Performing prohibited acts as prescribed in Article 8 of the Law on Inspection 2022; Not completing tasks for 1 year in the assigned position; Transferring work positions according to the provisions of the Law on Anti-Corruption and cases where Inspector and Chief Inspector are transferred due to organizational arrangement before April 1, 2025.
In special cases, it is really necessary to transfer, appoint, and dismiss the Inspectorate, report to the Chairman of the Provincial People's Committee (through the Department of Home Affairs, Provincial Inspectorate) for consideration and resolution.
