Specifically, a public service unit can provide many public services of the same type to reduce the number of units, and ineffective units must be restructured or dissolved. A public service unit must ensure a minimum number of 15 employees (except for units providing basic and essential public services established in accordance with specialized laws).
The arrangement of public service units must be associated with internal organizational arrangements, ensuring that the work or field performed by the department must have 2 or more tasks and have its own management process according to the requirements of the management object; the workload of the department requires the arrangement of 7 or more civil servants and is associated with the implementation of streamlining the payroll according to the roadmap.
