On September 29, the National Assembly Standing Committee closed its 49th session after 3 working sessions.
Speaking at the meeting, Politburo member and National Assembly Chairman Tran Thanh Man said that September and October every year are always the peak months of work, focusing a large amount of work to prepare for the National Assembly's year-end session.
However, this year, the workload has increased a lot, because the upcoming 10th Session is the final session of the term, especially important.
According to the National Assembly Chairman, at the 49th Session, the National Assembly Standing Committee reviewed 34 contents, focusing mainly on reviewing and giving opinions on 13 draft laws, preparing to submit to the National Assembly for approval at the 10th Session.
The National Assembly Standing Committee also gave its opinion (2nd time) on the preparation for the 10th Session and a number of contents related to the allocation and adjustment of budget estimates...
The National Assembly Chairman requested that agencies promptly fully absorb the opinions agreed at the meeting, complete the reports to ensure quality, and send them to National Assembly deputies within the prescribed time to serve the 10th Session.
As for draft laws, it is necessary to focus on completing and revising them to ensure strict, scientific and feasible regulations.
For resolutions that have been approved by the National Assembly Standing Committee, the National Assembly Chairman requested agencies to urgently revise, review carefully and submit to the National Assembly Chairman for signature for timely promulgation, especially resolutions serving the upcoming election.
At the same time, it is necessary to closely coordinate with the Central Committee of the Vietnam Fatherland Front and relevant ministries and branches to develop specific implementation plans, proactively prepare plans and solutions to promptly handle situations and problems that may arise in practice.
The National Assembly Chairman shared that the upcoming 10th Session has a huge amount of work and special significance.
Accordingly, the session must not only consider the usual year-end contents, but also summarize the work in an entire term.
At the same time, many important decisions have been passed to guide the new period.
Emphasizing this, the National Assembly Chairman said that it is expected that at the 10th Session, the National Assembly will consider and approve nearly 50 draft laws and resolutions.
This is the largest volume of legislative work since the beginning of the term, far exceeding the 9th Session - the National Assembly Chairman stated.
According to the National Assembly Chairman, to prepare for the Session, at the upcoming October session, the National Assembly Standing Committee needs to review 16 draft laws and 3 more resolution projects.
In addition, it is necessary to reserve time to review 10 draft laws and 2 resolutions that are being proposed by the Government to be added to the session.
Stating that up to now, new agencies have only received documents of 5/19 draft laws and resolutions, the National Assembly Chairman suggested that the Government and relevant agencies closely follow the program, closely coordinate and proactively submit documents early.
The National Assembly Chairman said that the 10th Session will also have important changes in the organization method, so it is recommended that agencies also pay attention to prepare concise presentation content as soon as it is presented at the National Assembly Standing Committee meeting, focusing on major issues that need to be consulted, ensuring presentation time is in accordance with regulations, not prolonged.
Stating that the preparation time for the session is still very short, the National Assembly Chairman suggested that agencies must make the most of every day, every hour, and urgently during the final stage, but absolutely not in a proactive manner; ensure that the documents are presented fully, tightly, and thoroughly reviewed.
"We must ensure that the 10th Session is successfully held, with a high sense of responsibility, ensuring discipline, order, quality and efficiency" - said the National Assembly Chairman.
