On the afternoon of October 8, the National Assembly Standing Committee officially opened its 50th session.
In his opening speech, Politburo member and National Assembly Chairman Tran Thanh Man said that the 50th Session is expected to last 6.5 days, and will consider, comment on and decide on 37 contents.
Legislative work continues to be a key task, with the largest duration at this session. The National Assembly Standing Committee will review and comment on 22 draft laws and resolutions to submit to the National Assembly for approval at the 10th Session; including many contents directly related to key areas (such as perfecting tax policies, organizing the apparatus, human rights, innovation and national digital transformation).
This is to properly implement the spirit that General Secretary To Lam spoke at the first National Assembly Party Congress.
Accordingly, legislative work "does not stop at overcoming overlaps, conflicts, and bottlenecks, but must also go ahead, pave the way, lead the country's development, encourage creativity, liberate all labor forces, and unlock all resources for development".
"When discussing, it is necessary to demonstrate innovative thinking, long-term vision, creating a synchronous, modern, and breakthrough legal framework, creating new momentum and space for national development" - said the National Assembly Chairman.
The National Assembly Standing Committee will also give opinions on reports on socio-economics, state budget, petition work, and summary reports on the implementation of 5-year plans submitted to the National Assembly.
This is an important content, the basis for policy making for the 2026-2030 period, aiming to achieve the country's 100-year strategic goals. Some contents were discussed by the Central Committee at the recent Conference.
The National Assembly Chairman suggested a thorough review to properly and fully institutionalize the major policies and orientations decided by the Central Government, especially issues of growth quality, labor productivity, green transformation, digital transformation, economic restructuring and ensuring social security...
The National Assembly Standing Committee will give opinions on 4 important issues submitted to the National Assembly: Investment policy for the National Target Program on modernization and improvement of the quality of education and training for the 2026-2035 period; adjustment of the National Master Plan for the period 2021-2030; submission to the National Assembly for ratification of the Agreement in the foreign affairs sector as proposed by the President; personnel work.
At this session, the Standing Committee will also give its third opinion on the preparation for the 10th Session of the 15th National Assembly; Focus on reviewing issues both on content and organization to prepare for the upcoming especially important Session.
"The working program has been carefully arranged, strictly in terms of time and content. The workload is large and the pressure is high, but it is recommended that agencies must uphold a sense of responsibility, be proactive, coordinate closely, and be determined to complete the review of all contents on schedule as scheduled - the National Assembly Chairman emphasized.
The National Assembly Chairman said that we are in the "sprint" stage to complete the contents and preparations for the 10th Session. Therefore, the agencies of the National Assembly must closely coordinate with the Government, make efforts, and speed up to complete the documents and documents, and promptly send them to the National Assembly deputies according to regulations.
