On behalf of the National Assembly Standing Committee, Politburo member and National Assembly Chairman Tran Thanh Man signed and issued Resolution No. 99/2025/UBTVQH15 of the 15th National Assembly Standing Committee promulgating the Regulations on the organization and operation of the Jury.
This Regulation stipulates the organization and operation of the Jury (including the People's Jury and the Military Jury); the relationship between the Jury and the Jury; the relationship between the Jury with agencies, organizations, and individuals; the responsibility of the People's Armed Forces' agencies, organizations, and units towards the Jury; conditions to ensure the operation of the Jury.
The regulations clearly state that the Jury is a form of self-management of the Juries, including: Provincial and municipal People's Juries; Regional People's Juries; Military Region Military Police and equivalent; Regional Military Police Juries.
The Jury operates on the principle of democracy, publicity and transparency; The Jury performs the task of trial at any Court and participates in activities at the Jury where that Court is located.
The People's Jury includes People's Juries elected to perform the task of trialing at each Provincial and Municipal People's Court (Provincial People's Court) and Regional People's Court.
The number of members of each People's Jury is determined based on the number of Judges in each Court.
At the Provincial People's Court, there are 3 Juries for every 2 Judges, but the total number of Juries at a Provincial People's Court is not less than 20 people and not more than 50 people, for the People's Juries of Hanoi and Ho Chi Minh City is not more than 70 people.
At the Regional People's Court, there are 2 Juries for every Judge, but the total number of Juries at a Regional People's Court is not less than 30 people and not more than 100 people.
The People's Jury has a Head, Deputy Head and members of the People's Juries. The Head of the Youth Union and the Deputy Head of the People's Jury are elected from among the People's Jury.
The number of Deputy Heads of the People's Jury is determined according to the scale of the People's Jury; less than 30 Juries have 1 Deputy Head of the Jury; from 30 Juries or more, there are no more than 2 Deputy Heads of the Jury.
The Military Jury includes military Juries assigned to perform the trial task at the Military Court of the Military Region and equivalent (Military Court at the Military Region level), and the Regional Military Court.
The number of members of the Military Jury is determined based on the number of Judges at each Military Court. There are 2 Juries per Judge, but the total number of Juries at a Military Court is not less than 10 people and not more than 30 people.
The Military Examination Team has a Team Leader, 1 Deputy Team Leader and members of the Military Examinations.
This Resolution takes effect from October 1, 2025.
Resolution No. 1213/2016/UBTVQH13 dated June 13, 2016 of the National Assembly Standing Committee promulgating the Regulations on the organization and operation of the Jury expires from the effective date of this Resolution.
