On October 13, the Government Office announced that the Government issued Resolution No. 323/NQ-CP on the draft Resolution of the National Assembly Standing Committee regulating the number of Vice Chairmen of People's Councils (HDND), Deputy Heads of Committees of People's Councils at the provincial and commune levels and the arrangement of People's Council delegates at the provincial and commune levels to work full-time.
The Government agreed to approve the draft submission of the Government to the National Assembly Standing Committee on the promulgation of a Resolution of the National Assembly Standing Committee regulating the number of Vice Chairmen of People's Councils and Deputy Heads of Committees of People's Councils at the provincial and commune levels and the arrangement of full-time People's Council delegates at the provincial and commune levels, submitted by the Ministry of Home Affairs.
The Government assigns the Minister of Home Affairs to be responsible for receiving opinions from members of the Government; authorized by the Prime Minister, on behalf of the Government, sign the Government's submission to the National Assembly Standing Committee.
Closely coordinate, proactively report and explain during the review process, accept opinions from the National Assembly agencies on the draft Resolution in accordance with the provisions of law and be responsible for the content of the report.
According to the draft Resolution of the National Assembly Standing Committee, the People's Council at the commune level has 1 Vice Chairman of the People's Council.
Each Committee of the People's Council at the commune level is calculated with an average of 2 Deputy Heads of the Committees. Based on the scale of natural area, population, classification of administrative units, urban classification, economic scale, practical situation of the locality and the orientation of the Standing Committee of the Provincial Party Committee and City Party Committee, the Standing Committee of the Provincial People's Council decides specifically on the number of Deputy Heads of the People's Council in each commune-level administrative unit to ensure that the total number of Deputy Heads of the People's Council of the commune or city does not exceed the total number calculated according to the above average framework.
Regarding the number of Vice Chairmen of the Provincial People's Councils, the draft stipulates as follows:
In provinces and cities implementing consolidation and merger, the number of Vice Chairmen of the Provincial People's Council is regulated as follows:
The city will merge and consolidate 3 provincial-level administrative units with no more than 4 Vice Chairmen of the People's Council. The city will merge and consolidate 2 provincial-level administrative units with no more than 3 Vice Chairmen of the People's Council.
The province that implements the merger or consolidation shall have no more than 3 Vice Chairmen of the People's Council.
In provinces and cities that do not implement mergers and consolidations, there are no more than 2 Vice Chairmen of the People's Council.
The number of Vice Chairmen of the Hanoi People's Council shall comply with the provisions of the Capital Law.

Regarding the number of Deputy Heads of Committees of Provincial People's Councils, the draft stipulates as follows:
In provinces and cities implementing consolidation and merger, the number of Deputy Heads of Committees at each Committee of the Provincial People's Council is regulated as follows:
Provinces and cities shall merge and consolidate 3 provincial-level administrative units with no more than 4 Deputy Heads of Committees;
Provinces and cities shall merge and consolidate 2 provincial-level administrative units with no more than 3 Deputy Heads of the Committees;
In case the Ethnic Committee is established on the basis of the existing Ethnic Committee of 3 provinces and cities before the merger or consolidation, there must be no more than 4 Deputy Heads of the Committee.
In case the Ethnic Committee is established on the basis of the existing Ethnic Committee of 2 provinces and cities before the merger or consolidation, there shall be no more than 3 Deputy Heads of the Committee.
In case the Ethnic Committee is established on the basis of the existing Ethnic Committee of a province or city before the merger or consolidation, there must be no more than 2 Deputy Heads of the Committee.
If a province or city does not implement a consolidation or merger, each Board will have no more than 2 Deputy Heads of the Board.
