The Prime Minister requested to simplify investment procedures, development and access to housing; clearly stipulate framework criteria on limiting land subdivision and sale, and preventing speculation.

On September 16, Politburo Member, Prime Minister Le Minh Hung chaired the September 2026 thematic law-making session, considering and giving opinions on 8 draft laws and resolutions to be submitted to the 2nd Session of the 16th National Assembly.

Speaking to direct, the Prime Minister requested that the progress must be very urgent, time is urgent, but must be prepared very carefully, quality, synchronicity, unity and feasibility must be put first.

Most importantly, ministries must deeply understand the guiding spirit of eliminating local thinking, industry interests, and group interests, absolutely not allowing local interests, industry interests, and group interests to dominate policies.

Regulations must be specific, strict, close loopholes, ensure management goals but create development space and absolutely fully comply with regulations on power control in law-making and prevent local interests and group interests from affecting the process of drafting legal documents. Strictly implement discipline and order in law-making," the Prime Minister said.

At the same time, substantially reduce administrative procedures, business investment conditions and compliance costs; do not create more "ask - give" mechanisms, absolutely do not push difficulties for people and businesses.

Regarding the draft Land Law (amended), the Prime Minister clearly stated that this is a particularly important draft Law, directly and widely impacting economic, political, and social life, which is of particular concern to people, businesses, organizations, and individuals at home and abroad.

The Prime Minister requested to clarify the guidelines that have been specified in the draft Law, the guidelines included in other laws and documents detailing implementation guidelines; review regulations on decentralization, delegation of power, and simplification of administrative procedures according to the principle of 1 focal point, 1 door.

Regarding the draft Law on Housing (amended), the Prime Minister assigned the Ministry of Construction to review and ensure the full institutionalization of the Party's policies; listen to the opinions of people and businesses, research and improve the mechanism on: the term of use of apartment buildings; types of rental housing, accompanying financial mechanisms.

Simplify investment procedures, development and access to housing to meet the needs of people to have stable and long-term housing; clearly stipulate the framework criteria for limiting land subdivision and sale; stipulate prevention of speculative acts; report to the National Assembly to propose a pilot mechanism for the State to buy back commercial housing projects of investors who are no longer capable of implementation or cannot be transferred.

Regarding the draft Law on Real Estate Business (amended), the Prime Minister assigned the Ministry of Construction to complete the mechanism, making the real estate market a channel for public, transparent, healthy, stable, and sustainable land allocation; complete the regulations in the draft law clearly defining criteria for identifying acts of speculation and market manipulation; mechanism to ensure the remaining value of contracts for buying and selling, leasing-purchasing houses formed in the future through guarantee accounts; mechanism for delegation of power to provincial-level People's Committees.

Review business conditions, transaction order, capital mobilization and information disclosure responsibilities, ensure legal safety, and protect the legitimate rights and interests of market participants, especially homebuyers.
