The National Assembly Standing Committee issued Resolution 112/2025/UBTVQH15 on standards for administrative units, which stipulates the standards for administrative units of communes and wards.
The Resolution stipulates commune standards such as population size: Mountainous communes from 5,000 people or more; island communes from 2,500 people or more; in addition, some communes from 16,000 people or more.
Regarding natural area, mountainous communes from 100km2 or more; island communes from 15km2 or more; some communes from 30km2 or more.
Have socio-economic development orientations in accordance with the 5-year socio-economic development plan of the province and city.
The Resolution also stipulates the standards of the ward. Regarding population size from 21,000 people or more; natural area from 5.5km2 or more.
The location and function determined in the planning or orientation approved by competent authorities is a regional or provincial-level integrated center or specialized center or sub-regional center in the province or city, which plays a role in promoting socio-economic development of the province or city or sub-region in the province or city.
The proportion of urban population scale to the population scale of administrative units is 50% or more.
The socio-economic development structure and level meets targets such as the proportion of total local budget revenue with total local budget expenditure in the area from 100% or more; the proportion of industry - construction and services in GRDP reaches 70% or more;
The proportion of non-agricultural labor is from 70% or more; the average per capita income per year is higher than the average per capita income per year of the province or city to which it belongs in the last 03 years; the poverty rate (according to the multidimensional poverty standard) is lower than the poverty rate of the province or city to which it belongs in the last 03 years.
The Resolution also stipulates the city's standards such as population size from 2,500,000 people or more; natural area from 2,500km2 or more; proportion of wards in the total number of commune-level administrative units from 30% or more; urbanization rate from 45% or more.
The location and functions identified in the planning or orientation approved by competent authorities are national or regional integrated centers on economy, finance, culture, education, training, tourism, health, science and technology, traffic hubs, domestic and international exchanges, and play a role in promoting socio-economic development of the region or the whole country.
The socio-economic development structure and level achieved targets such as budget balance belonging to the group of localities that do not receive balance supplements from the central budget; the proportion of industry - construction and services in the gross regional domestic product (GRDP) reached 80% or more;
Average per capita income per year is higher than the average per capita income per year of the whole country in the last 03 years; GRDP growth rate in the last 03 years reached or exceeded the growth rate of gross domestic product (GDP); the poverty rate (according to the multidimensional poverty standard) is lower than the poverty rate of the whole country in the last 03 years.
For provinces, the resolution clearly states the population size standard for mountainous provinces from 900,000 people or more; the remaining provinces from 1.4 million people or more.
The natural area of mountainous provinces is from 8,000km2 or more; other provinces from 5,000km2 or more.
