On October 22, the National Assembly discussed in groups the draft Law on Civil Aviation of Vietnam (amended).
Commenting on this draft law, Politburo member and President Luong Cuong suggested that it is necessary to carefully study the planning issue to ensure effective exploitation and operation.
Planning is not only about building an airport but also evaluating the exploitation and operation in the best way.
Giving an example of Long Thanh airport, the President cited concerns about standards and designs, saying that "even if it has been built, if it is found unreasonable, it must be adjusted, because this is a project for a long-term future".
The law needs to address practical issues such as synchronous connection between airports and other types of transport and the responsibility of relevant parties.
"We need to talk more about the relationship between airports and passengers. If the airline is late, we passengers will have to wait. But if our passengers were slow, the airline would take off and leave us. Is this fair?
Just like electricity, customers who are late in paying will have to cut off the electricity, but if they are late, they will only apologize," said the President, adding that such practical problems need to be legalized to ensure the responsibility of all parties.
According to the President, there should also be clear regulations on connections between state-owned, foreign and private airlines.
The ultimate goal is to ensure overall efficiency in economy, defense, security, and foreign affairs, because this is the face of the country.
Regarding investment capital, regardless of the source, it must be strictly controlled and managed to ensure efficiency.
Recently, the Politburo has agreed on the use of national defense land for key national projects.
The army is always ready to relocate to serve economic development, as it did at Noi Bai airport, Tan Son Nhat. This is a harmonious combination of economy and defense.
Stating that every locality wants to have an airport, the President emphasized that policy makers must be truly steadfast, based on science when planning the national airport network, avoiding the situation of being discouraged before the wishes of localities to ensure overall efficiency.

The President also gave his opinion on the draft Law amending and supplementing a number of articles of the Law on Education, the draft Law on Higher Education (amended), and the draft Law on Vocational Education (amended). These are 3 draft laws that will be discussed by the National Assembly in the afternoon session.
Emphasizing that education is an extremely important issue, the President stated that education is the top national policy, a consistent and consistent viewpoint, as Uncle Ho taught.
"But why are we still struggling? The exam results are reported as good, the rate of cadres with high academic titles and degrees while the number of scientific works and quality products is not commensurate," the President raised the issue.
According to the President, it is necessary to review the standards and methods of training and fostering cadres. For leaders and managers, they do not necessarily have to be the best in their expertise, but they must be people who know how to use and manage people who are better than them.
As for teachers and scientists, they must be truly specialized. Vocational training must be linked to the needs of the labor market, training what society needs, not what we have.
"I request that the delegates study this issue very carefully and pay attention to it," the President noted.
