On the morning of October 22, continuing the 10th Session, the National Assembly discussed in groups the draft Law on Civil Servants (amended).
Speaking, Politburo member and President Luong Cuong affirmed that the goal of the law is to create a legal corridor that everyone must follow. However, for the law to truly come into life, it needs to be institutionalized through specific decrees and circulars.
"I think the law must be vitale, it must be consistent with reality" - the President emphasized.
According to the President, although the current laws have been effective, in reality, there have been problems and difficulties that have not met new development requirements. Therefore, "now is the time to fix".
The President suggested that National Assembly deputies must be responsible for making laws, "talking the truth about the current situation" about what is allowed and what is not allowed, so that the amended law has a longer life cycle and can remove the difficulties and obstacles of reality.
Regarding the revised Law on Civil Servants, the President stated that the goal of the amendment must meet the requirements of practice, especially the arrangement of a streamlined apparatus, effective and efficient operation and the model of a two-level local government.
"We keep what is good at the provincial and commune levels, but what is still stuck must be resolved and resolved by law" - the President said.
The President raised the issue of how to improve the quality of civil servants in the public sector's political apparatus? How to connect the public and private sectors?
This issue is especially important in the fields of health, education and journalism. It is necessary to clearly identify what the State must provide with the budget, what the State partially supports, and what can be left for units to be autonomous. The law must clearly stipulate this.
Citing his time working in the army, the President stated that when implementing Resolutions 18 and 19 of the Central Committee on the arrangement of the apparatus and public service units, there was also a requirement for hospitals, health workers, and military broadcasting to be autonomous.
"I think autonomy is right. But we must determine the purpose of the existence of these units. The military hospital was born to serve defense missions. When there is a situation, they can immediately mobilize them to become field medical stations.
In peacetime, take advantage of the function to examine and treat diseases, maintain skills, ensure life and serve society. If we are completely autonomous according to the market mechanism, we will not be able to carry out political tasks," said the President.

Similarly, according to the President, the groups are to serve policy beneficiaries and those who do not qualify to enter luxury hotels. Journalism is to serve political tasks, is the voice of the Party and the State. If everyone is autonomous, using people's money to invest and then private hoa it is not right.
Therefore, it is necessary to take advantage of the functions of the units. The hospital still performs political duties and serves the people. The Youth Union still cares for policy beneficiaries. Journalism is still a propaganda tool. We must ensure their lives so that they can wholeheartedly contribute.
Therefore, in this law, we must stipulate how to solve problems at the grassroots level, especially at the commune level. What is the quality of education and health management staff in the commune?
Standards, responsibilities, powers, obligations and treatment policies for civil servants must be specifically stipulated in the law and sub-law documents for implementation.
