On October 30, continuing the 10th Session, the National Assembly continued to discuss in the hall about assessing the results of implementing the 2025 socio-economic development plan; the expected socio-economic development plan for 2026.
Delegate Nguyen Tri Thuc (Ho Chi Minh City delegation) hopes that the National Assembly and the Government will have policies to pay attention to supporting and investing appropriately to develop the counterfeit leg and hand manufacturing industry.
According to delegate Thuc, the production of fake hand-carried feet is an important technique to restore motor function and improve the quality of life for people with motor disabilities. Especially war victims, traffic accidents, work accidents or people with birth defects.
In Vietnam, the number of people with disabilities who can access fake leg and hand fake products with suitable quality is not much.
We started investing in the field of fake feet and fake hands in Vietnam about 45 years ago. At that time, the Government organized many students and engineers to study and reach out to the world in this field. We have invested in production lines that are very suitable for the world at that time - delegate Nguyen Tri Thuc emphasized.
However, according to this delegate, from that time until now, the need for training, engineers as well as technicians or human resources, the production process of fake legs and fake arms has been almost forgotten.
This person cited that Vietnam currently has about 30 facilities producing fake soles and fake hands. Although it is called a facility, it is actually a very small, outdated factory.
These facilities are mainly grinding and pinning to exploit physical disabilities but have not yet ensured the functions of daily life - delegate Nguyen Tri Thuc said and added that in the current world, the technology of producing fake legs and fake hands has reached a very high level.
Another issue raised by this delegate is the financial insurance policy for the field of fake legs and fake hands. In the world, the insurance premium is 90%, patients only pay about 10%.
While in Vietnam, this policy is only partially supported for meritorious people, while other subjects are almost not covered by health insurance.
From the above analysis, this delegate proposed that the Government urgently invest in and build a modern counterfeit leg and hand production line system suitable for world technology in big cities such as Hanoi, Ho Chi Minh City or Da Nang.
In addition, it is necessary to develop a domestic and foreign human resource training project in this field. At the same time, it is recommended that the Government direct health insurance to pay the entire cost of installing fake hand-carried feet for the less fortunate.
