On behalf of the Party Central Committee, General Secretary To Lam signed and promulgated Resolution No. 04-NQ/TW of the second Conference of the Party Central Committee of the XIV term (Central Committee 2 of the XIV term) on continuing to strengthen the Party's leadership in the work of preventing and combating corruption, wastefulness, and negativity in the new period.
The Resolution clearly states the goal of resolutely and persistently preventing, controlling, preventing, and repelling corruption, wastefulness, and negativity; building a clean and comprehensively strong Party and political system, consolidating the people's trust in the Party, State, and regime; promoting socio-economic development, serving the goal of continuous "double-digit" economic growth in the coming years; contributing to the successful implementation of the goal of making Vietnam a developed country with high income, incorruptible, transparent, and modern national governance by 2045.
Regarding groups of tasks and solutions, Resolution No. 04-NQ/TW clearly states the task of enhancing the role, responsibility, pioneering spirit, exemplary behavior, and practicing the culture of integrity of Party committees, Party organizations, heads, and cadres and party members in preventing and combating corruption, wastefulness, and negativity.
Party committees, Party organizations and heads must directly lead and direct, proactively prevent, regularly self-inspect, supervise, detect and handle early corruption, wastefulness, negativity, degradation of political ideology, morality, lifestyle, "self-evolution", "self-transformation" internally, right from the grassroots level and Party cell.
Strictly handle heads who are irresponsible, lax in leadership, direction, management, lack of inspection and supervision leading to corruption, wastefulness, negativity or covering up, obstructing the detection and handling of corruption, wastefulness, negativity; at the same time, have mechanisms to encourage and protect organizations, individuals, and heads to proactively detect and promptly handle corruption, wastefulness, and negativity within units, agencies, and organizations.
Build and persistently practice integrity culture, taking integrity as the core values, standards of conduct, ethical standards of cadres, party members, businesses and the whole society. Improve the effectiveness of integrity education, prevent and combat corruption, wastefulness, and negativity in the national education system.
Determined to build an incorruptible nation, an incorruptible society with 3 key pillars: Incorruptible institutions - incorruptible public service - incorruptible cadres, party members, civil servants, and public employees. Cadres and party members, first of all the heads, leading and managing cadres, must take the lead in cultivating and training revolutionary ethical standards, be truly exemplary, diligent, thrifty, incorruptible, just, impartial, not allowing wives (husbands), children and relatives to take advantage of their positions, powers, and influence for personal gain, corruption, waste, and negativity.
Enhance the role, responsibility, and combat strength of Party cells and grassroots Party organizations; strengthen management and supervision of the performance of tasks and social relations of Party members; proactively prevent, promptly inspect, supervise, and handle when there are signs of violations, corruption, wastefulness, and negativity.
