On February 26, the Government Office informed about the national conference on the implementation of the work in 2025 of the National Civil Aviation Security Committee.
At the conference, representatives of ministries and branches discussed the plan to hand over the task of ensuring aviation security from the Ministry of Transport to the Ministry of Public Security; perfecting the National Civil Aviation Security Committee; model of the agency investigating aviation accidents and incidents and managing aviation crises.
Lieutenant General Pham Truong Son, Deputy Chief of the General Staff of the Vietnam People's Army, said that the process of transferring the task of ensuring aviation security to the Ministry of Public Security needs to carefully review the measures and contents of ensuring aviation safety and security, including processes, infrastructure, equipment, people, etc., "if lacking, if necessary, investment must be made".

Delegates also gave their opinions on proposals to amend and supplement regulations on aviation security according to the new model and organization, with the motto of absolutely not "disrupting or breaking" domestic and international aviation transport activities.
Thereby aiming to better serve aviation development and ensure aviation security, closely following the regulations and standards of the International Civil Aviation Organization (ICAO).
Regarding the task of handing over the work of ensuring aviation safety and security, and managing civil aviation data systems to the Ministry of Public Security, Deputy Prime Minister Tran Hong Ha requested the Ministry of Transport, the Ministry of Information and Communications, and enterprises to urgently review and evaluate the level of ensuring safety and security of current aviation information and data systems.
Reviewing the current equipment, infrastructure, technical, human resources and investment needs in the coming time... at all relevant stages and departments; perfecting the handling process, organizing periodic drills to respond to situations that cause unsafety and aviation security problems...
"The process of transferring to the Ministry of Public Security must be on schedule, complete and comprehensive from the legal corridor, mechanisms, policies, equipment, and human resources so that aviation security work can be carried out continuously, without causing disruption or interruption to civil aviation activities," said the Deputy Prime Minister.
The Deputy Prime Minister noted that the Ministry of Public Security should proactively review and clarify equipment and technical infrastructure invested with corporate capital or state budget; establish a shared aviation security information database, capable of connecting and sharing nationwide and internationally to promptly handle arising situations, not to be passive or surprised.
Previously, in Notice No. 499/TB-VPCP, the Ministry of Public Security was assigned the task of studying legal regulations, proposing a specialized, unified, and consistent aviation security model for all departments, on the basis of taking advantage of existing forces, without affecting current aviation security activities; developing management plans using regulations and personnel standards.
According to Article 93 of Circular 13/2019/TT-BGTVT, the aviation security control force includes:
- The aviation security control force of the aviation security service provider;
- Aviation security control force of airline service provider;
- Aviation security control force of enterprises producing, maintaining, and repairing aircraft and aircraft equipment;
- Aviation security control forces of Vietnam Airlines and general aviation businesses;
- Aviation security control forces of airline gasoline and oil service providers and airline meal service providers.
