On September 22, the Prime Minister issued Decision No. 1830/QD-TTg on the plan to deploy the task of connecting the national identification application VNeID with the electronic identification system of ASEAN countries (plan).
The purpose of the plan is to connect the national identification application VNeID with the electronic identification system of Singapore, Laos and gradually expand with other ASEAN countries; clearly define the scope, subjects, roadmap, methods of connection and responsibilities of the parties in the implementation process.
Simplifying entry and exit procedures, reducing duplication of declarations and requiring the presentation of papers; shortening the time for inspection, verification, and processing at border gates, saving time and costs for people through exploitation, authentication, and cross-checking of electronic identification information on VNeID and the electronic identification system of the partner country; thereby contributing to strengthening people-to-people exchanges, promoting trade and investment in the region.
The plan requires that before October 30, 2026, the Ministry of Public Security, the Ministry of Foreign Affairs, and the Ministry of Science and Technology implement:
Exchange with competent authorities in Singapore and Laos on connecting the national identification application VNeID with the electronic identification system of Singapore and Laos; preside over the order and procedures for foreign affairs and give opinions on coordination according to functions and tasks; propose the content of exchange and type of documents signed with the Vietnamese side.
Review and develop procedures for carrying out entry and exit procedures through border gates in Vietnam for cases of using Singpass/LAeID and procedures for Vietnamese citizens using VNeID in Singapore and Laos.
Build documents to connect, share, and integrate information and data between the VNeID national identification application and the electronic identification application of ASEAN countries.
Research, develop and promulgate guidelines on standards and technical requirements for connection with electronic identification applications of ASEAN countries and other systems.
Output products include:
Cooperation documents, agreements or technical and nghiệp vụ unified documents between Vietnam and Singapore, Laos signed by competent authorities, serve as a legal basis for deploying connection, recognition, authentication of electronic names and data exchange between parties.
Building entry and exit nghiệp vụ procedures using cross-border electronic identification.
The plan requires that in 2026 and the following years, the Ministry of Public Security, the Ministry of Foreign Affairs, the Ministry of Science and Technology and ministries, branches, agencies, and localities pilot, operate, evaluate and expand the connection.
Pilot organization of connecting the national identification application VNeID with the national electronic identification system of Singapore/Laos at Noi Bai International Airport and Tan Son Nhat International Airport.
Measure and synthesize pilot transaction data; assess the time to complete procedures, the rate of successful authentication, the rate of errors, the number of manual handling cases, reflections from people, businesses and arising risks.
Assessing the impact of entry and exit nghiệp vụ, the extent of time reduction in procedures, integration with current control procedures, and plans to expand to other border gates.
