Ministries and branches must complete the organization arrangement this week
On the morning of March 5, in Hanoi, Politburo member and Prime Minister Pham Minh Chinh chaired the regular Government meeting in February 2025.
Concluding the meeting, the Prime Minister pointed out 6 major groups of tasks of key and urgent nature.
First of all, focus on completing the project to rearrange the boundaries of administrative units according to the direction of the Politburo to submit to competent authorities, in the direction of merging a number of provinces to expand the provincial boundaries in accordance with criteria, conditions, circumstances, historical and cultural traditions.
At the same time, do not organize at the district level; reduce units to expand the scale of the commune level; at the same time, propose amendments, supplements, and completion of related legal documents. Ministries, branches and agencies under the Government will complete the organization within this week.
Second, all levels, sectors and localities must implement Resolution No. 03/NQ-CP to implement Resolution 57 of the Politburo, especially promoting the initiative of leaders.
Third is the implementation of monetary and fiscal policies to serve growth of 8% or more; operate monetary policies proactively, flexibly, promptly, effectively, coordinate smoothly, harmoniously, synchronously with a reasonable, focused and key expansionary fiscal policy.
The State Bank is studying to reduce operating interest rates using tools such as recodential interest rates, refinancing interest rates, open markets; overnight lending interest rates, lending interest rates for priority areas that have been directed by the Government, bank note interest rates.
Fourth, resolutely do not let there be a shortage of electricity and energy for production, business and consumption; do not let there be any bottlenecks related to oil, gas and coal mining, if there is a lack of policy mechanisms, it must be reported.
Fifth, relevant ministries and branches urgently prepare for the Government meeting on countermeasures on arising issues in the world related to Vietnam. This includes resolving problems of US projects and enterprises and promoting trade balance between the two countries, reviewing tax policies...
Sixth, in March, ministries and branches must issue documents with outstanding debts.
Urgently submit regulations on management of digital assets and digital currencies
The head of the Government requested to continue perfecting institutions as a "breakthrough of breakthroughs", promoting administrative reform, digital transformation; resolutely, seriously and effectively implement the arrangement and streamlining of the apparatus.
Ministries, agencies and localities review and propose to competent authorities to consider expanding the application of a number of pilot and specific mechanisms and policies that have been permitted by the National Assembly in their localities and have been effective.
The Ministry of Finance urgently completes and issues regulations on digital asset and digital currency management, both working and drawing experience, gradually expanding, not being perfectionist, not being hasty.
The Ministry of Public Security shall preside over the strengthening of the implementation of Project 06 in accordance with the new organization; speed up the sharing of data, especially land and minerals.
The Prime Minister commended the Ministry of Transport (now the Ministry of Construction) for immediately handling the officials involved in the delay in implementing component project 4 at Long Thanh airport; requesting other agencies to continue working.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to immediately go to the Mekong Delta to preside over working with the provinces on the production, consumption and export of rice, ensuring raw materials, promoting expressway projects, and responding to drought and salinity in this area.
