At the 9th meeting of the Government's Steering Committee for Administrative Reform recently held, Deputy Minister of Home Affairs Cao Huy reported on the implementation of administrative reform tasks in 2024.
Regarding the direction and tasks of administrative reform in 2025, Deputy Minister of Home Affairs Cao Huy said: Ministries, branches and localities continue to thoroughly grasp and organize the strict, comprehensive, synchronous and effective implementation of the State administrative reform master plan for the 2021 - 2030 period according to Resolution No. 76/NQ-CP dated July 15, 2021 of the Government and Directive No. 23/CT-TTg dated September 2, 2021 of the Prime Minister on promoting the implementation of the State administrative reform master plan for the 2021 - 2030 period;
The Ministry of Home Affairs - the standing agency of the Steering Committee - presides over and coordinates with ministries, branches and localities to organize a preliminary review of the State administrative reform master plan for the 2021 - 2025 period, and propose key tasks and solutions to promote state administrative reform for the 2026 - 2030 period.
Synchronously deploy the task of summarizing the implementation of Resolution No. 18-NQ/TW and summarizing 20 years of implementing the Government's organizational model; focusing on implementing the plan to reorganize the apparatus of state administrative agencies to ensure urgency so as not to interrupt or miss work;
Organize to review and reorganize the internal organizations of ministries, ministerial-level agencies, and government agencies in accordance with the direction of the Central Government, in conjunction with streamlining the payroll and improving the quality and efficiency of operations of each agency and unit, and restructuring the staff, civil servants, and public employees according to job positions.
Focus on reviewing, amending and supplementing institutions and policies related to administrative organization, operating mechanisms, policies and regimes for a full staff of cadres, civil servants and public employees...
A notable task is to continue to promote the arrangement, reorganization and improvement of the operational efficiency of public service units. The arrangement of administrative units at district and commune levels for the period 2023 - 2025 (according to the Resolutions of the National Assembly Standing Committee) is also being implemented.
The arrangement of cadres, civil servants, public employees and the handling of public assets after the rearrangement must be carried out urgently to stabilize the situation before the Party Congresses at all levels in 2025.
Institutional reform will be carried out strongly and drastically to remove bottlenecks that hinder growth. Innovation in law-making thinking, encouraging creativity, liberating productivity and unlocking resources will also be prioritized.
The review, completion, amendment and supplementation of detailed regulations to effectively implement the new Laws will also be promoted. Synchronous and flexible solutions will be applied to improve the effectiveness and efficiency of law enforcement.
The results of the reorganization of the state administrative apparatus at all levels in 63 provinces and cities have continued to reduce 12 branches, departments and equivalents of specialized agencies under the provincial People's Committee; reduced 29 departments and equivalents under the district People's Committee; accumulated to date, 13 Departments and equivalents, 2,613 departments and equivalents at the local level have been reduced.
