The Department of Home Affairs has just had a presentation on evaluating the results of implementing Resolution No. 28/NQ-CP dated March 3, 2021 of the Government promulgating the National Strategy on Gender Equality for the period 2021-2030 sent to the Ministry of Home Affairs.
Over more than 5 years of implementing Resolution No. 28/NQ-CP, specific results show that at the city level, women participating in the Executive Committee of the City Party Committee are 20/77 comrades, reaching 25.97%; women participating in the Standing Committee of the City Party Committee are 3/18 comrades, reaching 16.66%. This is a positive result, showing the City Party Committee's concern for the work of female cadres in the city's political system.
At the commune level, after implementing administrative boundaries arrangement, Can Tho city currently has 103 communes and wards. The city has completed the Party Congress of communes and wards 103/103 units on schedule, program, and plan.
The average rate of women participating in commune-level Party committees reached 24.4%; women participating in the Standing Committee reached 19%; female commune-level Party Secretaries reached 17.5%.
Besides the advantages, the Department of Home Affairs of Can Tho City clearly stated the remaining difficulties.
First, the source of female cadres who are eligible to be arranged for leadership and management positions in some localities and fields is still uneven.
Second, after arranging administrative units and operating the 2-level local government model, the number of focal points and leadership and management positions has changed; the requirements for tasks at the grassroots level have increased, while the work of creating a source of female cadres needs time, roadmap and appropriate practical conditions.
Thirdly, some gender equality indicators currently mainly reflect the proportion, not deeply assessing the quality of leadership and management participation, the level of promoting the role and effectiveness of female officials in performing their duties after being assigned and appointed.
Fourth, work pressure, family conditions and requirements for studying and fostering to improve qualifications are still factors affecting the process of striving and maturing a part of female officials, especially at the grassroots level.
From the local reality, the Can Tho City Department of Home Affairs proposed that the Ministry of Home Affairs pay attention to a number of contents.
Continue to advise the Government to review and improve policies on gender equality associated with personnel work, ensuring synchronization between gender equality goals and planning, training, fostering, appointment and use of personnel.
At the same time, when amending and supplementing the National Strategy on Gender Equality in the coming time, study and supplement the group of indicators for evaluating the quality of female officials, not only stopping at the participation rate but also assessing leadership and management capacity, the effectiveness of public service performance and the sustainability of resource creation.
The Can Tho Department of Home Affairs also proposed that the Ministry of Home Affairs develop a specialized training and fostering program for female officials in the public sector, focusing on modern public administration, digital transformation, leadership skills, policy planning and administration of local government at 2 levels.
In addition, the Ministry of Home Affairs needs to guide localities after arranging administrative units in reviewing, restructuring, arranging and creating a source of female cadres, especially at the commune level - a place that is directly close to the people, close to the people and under great pressure in the operation of grassroots government.
In addition, the Can Tho Department of Home Affairs proposed to study and build a database on female officials in the state administrative system, serving planning, training, fostering, monitoring and evaluating the results of implementing gender equality goals.
