The Government Office has just issued Notice No. 164/TB-VPCP dated April 8, 2025, concluding the visit and work of Politburo member and Prime Minister Pham Minh Chinh to Bach Mai Hospital on the occasion of the 70th anniversary of Vietnam Doctors' Day.
The conclusion notice clearly stated that our Party and State always pay special attention to health work, protection and care for people's health with the viewpoint: Health is the most precious asset of man; investing in protecting, caring for and improving people's health is investing in development.
The health sector needs to continue to better perform the assigned functions and tasks, better meet the requirements of medical examination, treatment, health care, and people's expectations; at the same time, affirm the country's health capacity in the new era, the era of national development, prosperity, civilization, and prosperity.
In the coming time, the Prime Minister requested the Ministry of Health to continue to focus on directing the system of health facilities from the central to local levels to focus on drastically, synchronously and effectively implementing the assigned tasks and solutions.
Focus on thoroughly and concretize the guidelines and policies of the Central Executive Committee, the Politburo, the Secretariat, the National Assembly, the Resolution No. 18, 19 and 20 of the 6th Central Conference of XII on strengthening the protection, care and improvement of people's health in the new situation.
It clearly states: Medics are a special profession. Medical human resources must meet professional and ethical requirements; need to be selected, trained, used and given special treatment".
At the same time, urgently review and amend legal regulations to continue to remove obstacles and inadequacies in drug procurement, bidding, and negotiation, ensuring publicity and transparency in the spirit of ensuring timely and complete supply at medical facilities, promoting centralized procurement activities at both national and local levels to continue to lower drug prices and maintain reasonable drug prices.
The Ministry of Health urgently proposes to issue specific policies for health workers (including raising the level of preferential allowances for civil servants working in public health facilities).
Innovating policies on selection, training, use and treatment to attract medical human resources for medical examination and treatment. Encourage cadres with professional qualifications to work in remote, isolated and disadvantaged areas...
The Prime Minister also requested the Ministry of Health to continue focusing on directing the system of health facilities from the central to local levels to improve the capacity and efficiency of preventive medicine and grassroots medicine.
Promote the strong development of the pharmaceutical industry, the production of medical equipment, increase the country's capacity to self-insure drugs and medical equipment.
Strengthen training of medical human resources, especially high-quality human resources in the direction of "deep medical practice - rich in medical ethics - good at medicine". Increase the application of science and technology, innovation, digital transformation of the health sector.
