Member of the Party Central Committee, Deputy Prime Minister Ho Quoc Dung has just signed Official Dispatch No. 49/CD-TTg dated July 17, 2026 of the Prime Minister on proactively responding to heavy rain in the Northern mountainous region.
According to the telegram, recently in some northern mountainous provinces, there have been heavy to very heavy rains, at Che Tao station (Lao Cai) 406mm, Nam Pam (Son La) 378mm, Phuc Than (Lai Chau) 353mm. Heavy rain caused flooding, flash floods, landslides, damage to houses, people's property, agricultural production areas; some roads and infrastructure works were landslides and damaged.
According to forecasts from functional agencies, in the coming time, the mountainous and midland areas of the Northern region will continue to have moderate to heavy rain with common rainfall of 50-100mm, locally very heavy rain over 250mm; locally heavy rain is likely to cause flooding in low-lying areas; flash floods on small rivers and streams; landslides on slopes.
To proactively respond to heavy rain, the risk of floods, landslides, flash floods, ensure the safety of people's lives, and limit property damage to the people and the State, the Prime Minister requests:
Ministries, ministerial-level agencies, and People's Committees of provinces and cities focus on directing the implementation and drastic implementation of the direction of the General Secretary and President in Notice No. 117-TB/VPTW dated July 4, 2026 of the Party Central Committee Office, Directive No. 23/CT-TTg dated May 25, 2026 of the Prime Minister on strengthening disaster prevention and control in the coming time; Notice No. 373/TB-VPCP dated July 15, 2026 of the Government Office on disaster prevention and control in 2026.
The Standing Committee of the National Steering Committee for Civil Defense, Ministry of Agriculture and Environment organizes duty shifts, closely monitors developments, forecasts, warnings, and provides timely information about the situation of rain, floods, and natural disasters to functional agencies and people, proactively directing disaster prevention and control work according to assigned functions and tasks.
The Chairman of Lai Chau Provincial People's Committee and localities urgently mobilize resources to overcome the consequences of rain and floods in the area, ensuring stable people's lives; focus on directing and organizing the drastic, timely, and effective implementation of tasks and solutions for preventing and combating rain and floods, and natural disasters in the area.
Review, update, and responding plans; be ready to meet the conditions to respond to all situations of rain, floods, and natural disasters that occur, not to be passive, surprised, or confused.
Organize full updates and timely information about natural disaster situations to people so that people can proactively respond to ensure safety;
Propagating and guiding people on measures and skills to prevent and combat natural disasters, especially floods, landslides, and flash floods.
Mobilize forces to organize evacuation and immediate relocation of households in dangerous areas, especially the elderly, children, and vulnerable groups in deeply flooded areas along rivers and streams, areas at risk of flash floods and landslides. Promptly support food and necessities, ensuring people's lives when serious floods and storms occur.
Organize duty shifts, deploy flood prevention and control work, ensure dyke and dam safety according to alarm levels; proactively arrange forces to control, guide, and support traffic safety at underground, spillway, and roads that are eroded and deeply flooded.
Ministers of Ministries: Agriculture and Environment, Industry and Trade, Construction proactively direct the work of preventing, combating, and overcoming floods caused by rain and floods under their management; focus on directing the work of ensuring the safety of irrigation dams, hydropower, dyke systems, electricity supply infrastructure, and telecommunications.
The Ministry of National Defense and the Ministry of Public Security direct forces stationed in the area to be ready to support the evacuation of people, respond to and overcome the consequences of floods, rescue and relief, and provide support when requested by localities.
