Mr. Nguyen Van Cuong - Deputy Secretary of the City Party Committee, Chairman of the People's Council of Hoa Lu City said that according to the provisions of document No. 7968/BNV-CCVC dated December 8, 2024 of the Ministry of Home Affairs on the orientation of developing a plan to arrange and assign cadres, civil servants, public employees and people working under labor contracts when implementing the arrangement of the administrative apparatus, in the immediate future, the number of deputy heads of agencies, organizations and units formed after the arrangement may be higher than the regulations, but ministries, branches and localities must develop a plan to arrange and reduce the number of deputy levels according to general regulations within 5 years (from the date the competent authority approves the Project).
To ensure the number of cadres according to regulations, in the next 5 years and to prepare personnel for the Party Congresses at all levels for the 2025 - 2030 term, the Standing Committee of the Hoa Lu City Party Committee has had many solutions to streamline the apparatus and operate effectively and efficiently.
The city will focus on propagating and mobilizing cadres within the permitted time frame of Decree 178/2024/ND-CP dated December 31, 2024 of the Government on policies and regimes for cadres, civil servants, public employees and workers when implementing the reorganization of the political system and apparatus, meeting all standards and conditions, voluntarily applying for early retirement (or resignation) and Decree No. 177/2024/ND-CP, dated December 31, 2024 of the Government stipulating policies and regimes for cases of non-rehabilitation, reappointment and cadres quitting their jobs, retiring according to their wishes, voluntarily applying for early retirement, resignation...
In addition, the city will also develop a plan to arrange, transfer, and arrange the team of cadres, civil servants, and public employees from the city to wards and communes before and after the Party Congresses at all levels for the 2025 - 2030 term.
