The Ministry of National Defense is currently drafting a Circular on nursing and care for seriously ill soldiers, information regimes, and funerals for retired army officers, the Government Electronic Information Portal said on January 14.
Article 4, draft Circular stipulating and guiding the implementation of a number of articles of Decree No. 343/2025/ND-CP dated December 28, 2025 on the regime of nursing and care, care when suffering from dangerous diseases, information regime, and funeral support when deceased for retired army officers has specifically stipulated the invitation form for nursing and care and allowance for retired army officers.
Accordingly, sick leave and nursing allowances for subjects specified in Clause 1, Article 4 of Decree No. 343/2025/ND-CP are implemented as the annual sick leave and nursing allowance regime for subjects receiving salaries and allowances from the state budget of agencies and units in the Ministry of National Defense according to the provisions of Circular No. 96/2025/TT-BQP dated August 25, 2025 of the Ministry of National Defense stipulating standards, norms of meals and basic meals for infantry, armed forces, armed forces, treating patients, international military students; eating extra on holidays, Tet, when on duty; annual sick leave and nursing allowance regime;
Nursing money is paid in January every year.
In case of violations of discipline and law being handled where the judgment or disciplinary decision for retired army officers of the competent authority takes effect in the first quarter of each year, if the nursing allowance regime has not been paid, the payment of the nursing allowance support regime will be stopped; in case the nursing allowance has been paid before the judgment or disciplinary decision for retired army officers of the competent authority takes effect, the amount of money already paid will be recovered and remitted to the state budget according to regulations.
Previously, Decree No. 343/2025/ND-CP of the Government also stipulated that retired military officers who suffer from one of the diseases on the list of dangerous diseases as prescribed by the Minister of Health are eligible for examination and assessment of dangerous diseases, if they are concluded by the competent Medical Assessment Council as prescribed by the Ministry of National Defense to have dangerous diseases, they are entitled to the following regimes and policies:
Every quarter is supported equal to 2 times the base salary. The time of benefit is calculated from the quarter when the Medical Examination Council concludes to have a serious illness.
When receiving inpatient treatment at medical examination and treatment facilities inside and outside the Army, it is guaranteed that medical expenses differ from basic infantry expenses according to the provisions of law on logistical material standards for in-service soldiers.
