The above information was reported by Minister of Home Affairs Do Thanh Binh at the regular Government meeting on the morning of December 6, in the assessment of the operation of local government at both levels.
Minister Do Thanh Binh said that in November, the Government issued Resolution No. 374/NQ-CP dated November 19, 2025 approving support of VND2,615 billion for 27 localities (phase 2) to repair and upgrade headquarters, purchase equipment and working means for commune-level administrative units to serve the implementation of the 2-level local government model.
Regarding the organization of the apparatus, up to now, localities have basically completed all leadership positions of People's Committees and People's Councils; only 5 localities are still lacking and are urgently supplementing and perfecting.
466 provincial-level specialized agencies and 9,916 commune-level specialized departments have come into operation. According to the report of the Ministry of Agriculture and Environment, by December 2, 24/34 provinces and cities had developed a project to improve the functions and tasks of the provincial agricultural promotion center;
24/34 provinces and cities have arranged to perfect the organization of agricultural promotion at the commune level, 10 provinces and cities are urgently implementing according to the direction of the Central Government, the Government and guiding documents.
The review, arrangement and assignment of cadres and civil servants at the commune level to meet the requirements of performing tasks has been of interest to many localities and achieved positive results.
Up to now, the total number of cadres, civil servants and public employees mobilized, seconded, received and assigned to the commune level in localities has reached nearly 4,000 people. Some localities have implemented it on a large scale such as: Hanoi, An Giang, Can Tho, Bac Ninh, Phu Tho... Of which, Hanoi alone has about 1,200 cadres.
Localities also promote training and skills development, ensuring that staff adheres to reality and promptly handles arising issues at the grassroots level.
Regarding finance, budget, headquarters, public assets, and housing arrangement, according to the report of the Ministry of Finance, up to now, 178 commune-level units in 4 provinces lack equipment and have been fully equipped. 100% of commune-level units have opened treasury accounts and are equipped with machinery to serve the work.
In public asset management, many outstanding results were recorded, 17,496 houses and land have been handled; 9,056 facilities are continuing to be handled. Only 89 communes (2.68%) in the 3 provinces do not have cars for work; currently, localities have arranged funding for shopping.
Localities are also actively arranging public housing according to actual needs. In November, Quang Ngai and Da Nang issued a separate resolution to support staff at the one-stop department and workers after the reorganization.
To effectively operate the 2-level local government model, the Minister of Home Affairs proposed to accelerate the reduction and simplification of administrative procedures according to Resolution 66/NQ-CP; apply information technology, digital transformation in management and operation, ensure data connection between national and local systems.
Localities urgently complete the agricultural promotion mechanism and land registration offices according to the 2-level government model; arrange cadres to commune level, establish public service units to provide general services; continue to improve the organization, arrange and arrange enough commune-level cadres to meet assigned requirements and tasks, and boldly change those who do not do well.
