The Ministry of Justice is reviewing the draft Decree amending and supplementing a number of articles of Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces.
The draft was developed by the Ministry of Home Affairs, in which the content that attracted much attention was the draft supplementary regulation on the allowance table for leadership positions (elected, appointed) in state agencies, public service units of the State; agencies and units under the People's Army and the People's Public Security issued with Decree No. 204/2004/ND-CP.
Of which, the highest allowance for the Chairman of the People's Committee at the commune level is 0.7, applied to communes, wards, and special zones in Hanoi and Ho Chi Minh City. The allowance for the Chairman of the People's Committee at the commune level for the remaining communes, wards and special zones is 0.6.

The draft also amends the provisions in the leadership position allowance table (elected, appointed) in state agencies, state public service units; agencies and units under the People's Army and People's Public Security issued with Decree No. 204/2004/ND-CP.
In which for inspectors under ministries, ministerial-level agencies, inspectors under Departments under Ministries, the allowance for the Chief Inspector of Ministries and ministerial-level agencies is 1.0, equal to the allowance of the Head of Department/Department under the Department under the Ministry.

According to information from the Ministry of Home Affairs, the study and proposal of salary policies and adjustment of a number of related allowance regimes for cadres, civil servants, public employees, armed forces, and workers after the reorganization of the apparatus and local government organizations at both levels are carried out according to the direction of the Politburo in Conclusion No. 174-KL/TW dated July 4, 2025, Conclusion No. 186-KL/TW dated August 29, 2025 and Conclusion No. 206-KL/TW dated November 10, 2025.
Notably, along with adjusting some allowance regimes, the Ministry of Home Affairs said that in the immediate future, to improve the lives of cadres, civil servants, public employees, and workers, the Ministry of Home Affairs will coordinate with the Ministry of Finance and relevant ministries and agencies to continue reporting to competent authorities for consideration and decision to increase the basic salary in 2026, ensuring compliance with the consumer price index, economic growth rate and the capacity of the state budget.
Regarding the latest progress of salary policy reform, according to Deputy Prime Minister Pham Thi Thanh Tra, thoroughly grasping the conclusions of the Politburo, the Government is developing a comprehensive project on salary policy reform. According to the plan, the Central Steering Committee will preside over the re-evaluation of Resolution 27 and report to the Central Committee in the first quarter of 2026.
On that basis, a specific salary reform plan will be developed with a suitable roadmap and steps. This reform must be placed in the context of administrative reform, associated with economic growth and the payment capacity of the state budget.
