According to the Project on arranging commune-level administrative units in Soc Trang province, the number of commune-level administrative units in the province will be reduced from 108 to 43 (including 8 wards and 35 communes). Notably, 4 communes are kept in their original state, not subject to rearrangement due to meeting specific criteria or having isolated geographical locations.
According to the approved plan, the 3 communes of My Phuoc (My Tu district), Vinh Hai and Lai Hoa (Vinh Chau town) fully meet the standards of natural area, population size and carry a strong mark of history, culture, religion and national identity.
Of which, Vinh Hai is a locality with a large Khmer ethnic group; natural area of 83.75 km2 with nearly 28,000 people. Similarly, Lai Hoa commune is also a locality with a large Khmer population; natural area of 55.37 km2 and population of over 29,000 people.
Meanwhile, My Phuoc commune has special historical value as a safe commune, where the Soc Trang Provincial Party Committee base area relic site is located. This commune has a natural area of 97.36 km2 with a population of 23,539 people.

The remaining special case is Phong Nam commune (Ke Sach district). This is an island commune, with a geographically isolated location and difficulty organizing traffic connecting with adjacent communes and towns, mainly traveling by ferry and boat.
With this characteristics, Phong Nam commune is not subject to compulsory reorganization according to the provisions of Clause 3.1, Section 3 of Conclusion No. 137-KL/TW of the Politburo, the Secretariat and Article 3 of Resolution No. 76/2025/UBTVQH15 dated April 15, 2025 of the National Assembly Standing Committee on the reorganization of administrative units in 2025, which stipulates "Do not reorganize administrative units with isolated locations".
