On May 17, information from the Soc Trang Provincial Party Committee said that the locality has completed the Project to reorganize and streamline the agencies of the Vietnam Fatherland Front (VFF), socio-political organizations, and mass organizations assigned by the Party and the State (provincial and commune levels).
According to the project, the organizational structure of the Vietnam Fatherland Front level will be kept stable in terms of key personnel structure. The Standing Committee of the Committee will include 12 people, including the Chairman, Vice Presidents and representatives of socio -political organizations. The system of advisory and assisting agencies will be arranged into 10 specialized boards, ensuring cohesion, intensive and limited functional installation.
For provincial-level socio-political organizations such as the Labor Federation, Farmers' Association, Youth Union, Women's Union and Veterans Association, the plan focuses on reducing advisory committees into one special working committee for each major activity area. The general tasks will be transferred to the professional departments of the provincial Vietnam Fatherland Front.
At the district level, the operation of the Front and socio -political organizations will end simultaneously with the term of the district Party Committee. Tasks and payrolls will be transferred to the commune level, in accordance with the orientation to bring socio -political activities close to the grassroots level, meeting practical requirements.
At the grassroots level, the organizational model was rebuilt in accordance with the local reality, especially after the merger of administrative units. The Commune Fatherland Front Committee will be reorganized with the Standing Committee of 5-6 people, of which the President and Vice Presidents concurrently lead the leader of socio -political organizations in the locality. Communes that do not merge are also reorganized in the direction of consistency, synchronously with the spirit of economical and efficient.
The project also proposes to establish the Provincial Vietnam Fatherland Front Party Committee under the Party Committees of the Provincial Party Agencies, including the Party cells under the Vietnam Fatherland Front agencies, public service units and mass associations.
The project also emphasizes improving the quality of operations in residential areas, through the consolidation of the Front Working Department at the grassroots level, expanding the participants, promoting the self -governing role, closer to the people and closer to the people. The reorganization of part -time officials in communes and wards is also calculated reasonably, ensuring the full implementation of policies.
According to Soc Trang Provincial Party Committee, the implementation of the project will significantly reduce the number of payroll, creating conditions for human resource restructuring. Specifically, the provincial level decreased to 143 payroll after arranging, the district level saved 275 staffing (on average, each district decreased by about 25 people), this number will be transferred to serve the work at the commune level.
This arrangement also ends the regime for non-professional workers at the commune level from August 1, 2025. Those who do not continue working will be arranged and supported according to the regulations of competent authorities.
