On the afternoon of December 19, in Hanoi, Prime Minister Pham Minh Chinh chaired the 5th meeting of the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the 6th Central Conference, 12th tenure.
At the meeting, the Steering Committee listened to the report and discussed and gave opinions on the draft submission of the Government Party Committee to the Politburo on the Project to end the activities of the Government Party Committee and establish a Government Party Committee directly under the Central Committee.
According to the previous suggestions and orientations of the Central Steering Committee, the Government Party Committee directly under the Central Committee will include Party organizations in ministries, ministerial-level agencies, agencies directly under the Government and a number of Party Committees in corporations, general companies, and State-owned commercial banks (the Party Committee of the Army and the Party Committee of the Public Security directly under the Central Committee will remain the same as at present).
Concluding the meeting, Prime Minister Pham Minh Chinh assigned the Ministry of Home Affairs (the standing agency of the Steering Committee) to coordinate with relevant agencies to absorb opinions and complete the draft project before submitting it to the Politburo.
In the process of developing and completing the project, the Prime Minister emphasized the need to strictly implement the Party Charter, leadership principles, Party regulations and closely follow the practical operations of the Government.
The Prime Minister requested to summarize the current activities of the Government Party Committee on the basis of Party regulations, evaluate the good and bad aspects; based on the political basis (Party Platform, resolutions), legal basis (Party Charter), practical basis to continue to clarify the role, position, functions, tasks, and powers of the Government Party Committee.
Clarifying operating principles and working relationships with other agencies in the political system, ensuring direct and comprehensive leadership and direction in all aspects of work of the Government and its subordinate Party committees.
Research and propose the organizational structure, staff and support apparatus of the Government Party Committee to ensure that it is streamlined, strong, effective and efficient, reducing intermediaries and focal points, promoting decentralization and delegation of authority, assigning one task to only one person and one person can do many tasks, and assigning the best one to whoever does it.
Clearly define the position, role, function, task, authority and working relationship of these advisory and support agencies with other agencies; develop job positions, determine job titles and positions...
At the same time, continue to do a good job of political and ideological education, raise awareness of cadres and party members about streamlining the organizational apparatus in conjunction with streamlining the payroll, restructuring and improving the quality of cadres, civil servants and public employees, and improving the leadership capacity and fighting strength of Party organizations and party members.
Strengthen propaganda, mobilization, persuasion, create high unity in the spirit of common interests, national and ethnic interests, fight against negativity, "lobbying", ensure legal and legitimate regimes and policies for cadres, civil servants, public employees and workers.
At the same time, ensure that activities take place smoothly and continuously, without interruption, and continue to complete political tasks during the process of streamlining the apparatus.
Also at the meeting, the Steering Committee continued to give opinions to complete the Report of the Government Party Committee on the implementation of Resolution 18 to prepare for submission to competent authorities.
