The Government has issued Resolution No. 74/NQ-CP promulgating a plan to implement the arrangement of administrative units (abbreviated as DVHC) and building a 2-level local government organization model (plan).
According to the plan, the Government requested the Ministry of Home Affairs to advise and submit to the Government for promulgation of the Decree amending and supplementing the leadership allowance in the State agencies and non -business units of the State; Agencies and units of the People's Army and People's Police issued together with the Government's Decree No. 204/2004/ND-CP of December 14, 2004 on salary regime for cadres, civil servants, officials and armed forces.
Issue a circular guiding regional allowances and attraction allowances for cadres, civil servants, public employees and armed forces.
The Government requires the completion of these contents before June 30, 2025.
Regarding the salary and allowance policies for district and commune-level cadres after the reorganization, the Ministry of Home Affairs has just transferred to the Ministry of Justice for appraisal of the submission and draft Resolution of the National Assembly Standing Committee on the reorganization of administrative units.
In particular, the Ministry of Home Affairs proposes the number of leaders, managers and the number, regimes and policies for cadres, civil servants, and public employees (abbreviated as CBCCVC), employees of agencies and organizations after the arrangement of administrative units.
Accordingly, the Provincial People's Committee will arrange and assign employees of agencies and organizations after the arrangement of administrative units, ensuring streamlining associated with restructuring and improving the quality of the staff, in line with local realities.
The maximum number of employees of new provincial-level administrative units after the arrangement must not exceed the total number of employees present at provincial-level administrative units before the arrangement.
The maximum number of employees of new commune-level administrative units after the arrangement does not exceed the total number of employees present at commune-level administrative units before the arrangement and the number of district-level administrative units assigned to work at new commune-level administrative units.
The maximum number of leaders and managers of agencies and organizations in the new provincial-level administrative units after the reorganization must not exceed the total number of leaders and managers present in the provincial-level administrative units before the reorganization.
The number of leaders and managers at agencies and organizations in the new commune-level administrative units shall comply with the instructions of competent authorities.
The draft resolution stated that at least 5 years from the date of the National Assembly's Resolution on the provincial -level army arrangement, the Resolution of the National Assembly Standing Committee on the organization of the commune -level army shall take effect, the number of leaders, managers and officials and employees of agencies and organizations at the Agency and Organization in the UPHC after the basic arrangement as prescribed.
Reserve the current salary and position allowance regime and policies (if any) of civil servants at the provincial, district and commune levels who are assigned to work at the new provincial and commune-level administrative units for a period of 6 months. After the retention period, implement the regime, policies and position allowances according to the provisions of law.
Based on the Government's regulations, the Provincial People's Committee promptly implements the regimes and policies for streamlining the payroll for civil servants and employees of agencies and organizations after the arrangement of administrative units to ensure the correct subjects and rights and interests of civil servants and employees affected by the arrangement of administrative units.
